March New Home Sales Rise as Mortgage Rates Ease

Lower mortgage rates and limited existing inventory helped to push new home sales up in March, even as builders continue to grapple with increased construction costs and material supply disruptions. Sales of newly built, single-family homes in March increased 9.6% to a 683,000 seasonally adjusted annual rate from a downwardly revised reading in February, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. A new home sale occurs when a sales contract is signed or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the March reading of 683,000 units is the number of homes that would sell if this pace continued for the next 12 months. New single-family home inventory fell 9.5% in March, however, it remained elevated at a 7.6 months’ supply at the current building pace. A measure near a 6 months’ supply is considered balanced. Completed, ready-to-occupy inventory stood at 70,000 homes in March and is up 119% from a year ago. However, that inventory type remains just 16% of total inventory. The median new home sale price rose in March to $449,800, up 3.2% compared to a year ago. Elevated costs of construction have contributed to a rise in home prices. Regionally, on a year-to-date basis, new home sales rose 1.7% in the Northeast, but fell 19.6% in the Midwest, 5.8% in the South and 32.2% in the West.

Greetings Fellow Gold Coast Builders Association Members and Potential Members, Think about the best relationships you have in life. Now, try to remember when and how the relationship started. Family aside, it most likely started with a conversation. With a finger jammed in my chest and a snarky “Are you making fun of me???,” began a relationship that has continued for 26 years. “Can you teach me how to trade” was a question I asked a friend of mine, who was Chairman of the Board for the Coffee, Sugar & Cocoa Exchange, which led to me working on Wall Street for almost a decade. I love hearing stories from friends of mine about how relationships started, both business and personal. They all start with a conversation. I’ve been thinking a lot lately about how conversations change over time. In Martial Arts, for example, progress of development is delineated with different colors of belts, or degrees of black belts. You know you are advancing not only by getting better at the sport but by belt recognition. That leads me to think about the leading indicators of future success in business development and personal growth. Bank accounts and business promotions are ways to indicate progress in business. However, how can you tell if you are on the right track? My answer is another question; “Are the conversations you are having, changing?.” My song of business development, personal growth, and a chance to move our industry, never gets old to me because there is always something to learn and new conversations to start. Growth in anything requires change, and if you desire change then you need to put yourself in a position to challenge yourself. Pretty simple, right? Recently, I challenged a relatively new member to chair a committee and the response was perfect. “I want to say “No,” because I don’t think I’m ready, but I know that is exactly why I should say “Yes””. My point exactly! Now, as a Committee Chair this member thinks of themselves differently and is perceived differently. The conversations are changing for the Chair and the Committee. The people they are interacting with are new. It’s awesome to observe. It is amazing to imagine that some of the conversations that will take place in GCBA will be the start of business and personal relationships that could lead to millions of dollars and last decades. All from people putting themselves in a position to “change the conversation.” My love affair with all things Gold Coast Builders Association, is because of the myriad of opportunities available. It has been so much fun to be part of a group of people who are reasonable, and desire growth. One parting thought…you might not want to start a new conversation with someone while jamming a finger in the other person’s chest. You might wind up being married with two kids.

NEW CEO TO TAKE THE HELM AT THE NAHB
In a major victory for developers and landowners, the U.S. District Court for the District of North Dakota has ruled that the Biden “waters of the U.S.” (WOTUS) rule cannot be implemented in 24 states while the challenge to the rule moves forward. NAHB and 17 other industry groups are party to this case. The court ruling adds to the two-state preliminary injunction NAHB received previously in a Texas court. The two rulings mean that the Biden WOTUS rule cannot currently be enforced in 26 states – more than half the nation.
NAHB will conduct its 2023 Legislative Conference on June 7 in Washington, D.C., in conjunction with its spring leadership meetings. Policy priorities include the shortage of distribution transformers, energy codes and workforce development. NAHB’s Government Affairs team has compiled resources to help members prepare for their Leg Con meetings on Capitol Hill. These tools include U.S. Senate and House directories, lobbying tips and template meeting invitations.
More taxpayers are taking advantage of new home energy-efficiency tax credits. Recent analysis of IRS data conducted by NAHB indicates that more than 800,000 taxpayers claimed a new home-related energy-efficiency tax incentive. Home buyers want new homes with cost-effective energy features. Whether it’s efficient lighting options, new appliances, or solar power, many home builders are voluntarily incorporating green features into newly-built homes.
Major Contributions Go to Workforce Development
To help close the skilled labor gap, the Lowe’s Foundation recently launched the Gable Grants program. This is a five-year, $50 million commitment to directly support community and technical colleges and community-based organizations in preparing the next generation of tradespeople. Meanwhile, in Orlando, developer Robert Harper recently announced the Harper Family Foundation’s $1 million contribution to the Home Builders Institute (HBI) to support the BuildStrong Academy of Orlando. Buildstrong offers tuition-free construction training programs.

NAHB has named James W. Tobin III as the association’s new president and chief executive officer. Tobin, executive vice president and chief lobbyist at NAHB, will succeed CEO Jerry Howard, who is retiring from NAHB after more than 30 years. Tobin will assume the new post effective June 1, 2023.

WOTUS Rule Struck Down in 26 States
The National Mall is the setting for the 2023 Housing and Urban Development (HUD) Innovative Housing Showcase June 9-11. Gold Coast Builders Association member Hierromat Development will be center stage as government and industry officials literally showcase some of the most promising solutions to fill the nation’s affordable and attainable housing needs. Hierromat Development was directly approached by a representative from HUD following participation in the 2023 NAHB International Builders Show (IBS) in Las Vegas. “We were very surprised and pleased to have been approached by a HUD representative after our IBS presentation on our unique housing solution using cold-formed steel instead of concrete and timber to build housing, “said Marc Kruger, Chief Operating Officer, Hierromat Development. “Hierromat Development is an Affordable - Workforce Housing builder and developer utilizing Cold-Formed Steel to build homes that are strong, eco-friendly and great looking. That combination was an “Aha moment” that caught HUD’s attention and put our start-up company in the national spotlight,” Kruger added. Hierromat is fabricating their Cold-Formed Steel scale modular mock-up (200 sf) in Central Florida that will be transported to Washington to demonstrate how the new housing is created, how quickly housing units can be constructed and put to use as attainable and affordable housing for first-time homebuyers and others who have been in danger of being priced out of the new housing market. In partnership with GAF Energy using their Timberline Solar roof shingles, Hierromat’s modular mock-up will be totally off the grid – which will be a first for the Innovative Housing Showcase. According to Kruger, the benefits of Cold-Formed Steel include: Versatility and flexibility in design: Lightweight yet strong prefabricated steel can meet a wide array of specific, unique design needs for new home construction. The design-led approach simplifies many aspects of construction. Reduced risk: Cold-formed steel is resistant to termites, mold, and fire, making it a safer choice for construction. Precision and accuracy: CFS components are manufactured to exacting standards, ensuring that they fit together perfectly on site. Faster construction and increased productivity: CFS components can be manufactured off-site and delivered to the construction site ready for installation, reducing construction time and increasing productivity. Higher profitability (or Cost Accountability): CFS construction can be completed faster than traditional methods, reducing labor costs and increasing profitability. Numerous Congressional and Senate delegations are scheduled to visit the Hierromat home along with NAHB officials and Cabinet level representatives and HUD officials including Secretary Marcia L. Fudge. Hierromat Development has a cold-formed steel projects underway in Palm Beach and Polk Counties. 2023 Legislative Session Closes With A Record Year For Florida Home Builders
Your Gold Coast Builders Association continues to work with the Florida Home Builders Association on behalf of all in our industry. The 2023 Legislative Session ended on Friday, May 5, seeing passage of several FHBA priorities as well as the largest budget in Florida’s history. In total, 1,828 bills were filed this session with more than 350 being approved by both the House and the Senate. As reported weekly by FHBA, a monumental effort went into passing a variety of bills that stand to positively impact your bottom line. In fact, so many so that FHBA was highlighted in Florida Politics annual “Winners” list from the 2023 Session. Thank you to the FHBA members and supporters who sent letters to Governor DeSantis and your local legislators, traveled to Tallahassee to meet with lawmakers, and who provided testimony to help drive home our message this session. Here's a quick look at what happened in Tallahassee. Most notably, Construction Defects (SB360) was signed into law by the Governor, reducing the Statute of Repose from 10 years to seven, and hopefully curbing the onslaught of frivolous law suits wreaking havoc on contractors’ liability insurance coverage options. Governor DeSantis also wasted no time in signing the Live Local Act (SB102) this year’s affordable housing bill. Championed by Senate President, Kathleen Passidomo, the bill was crafted to increase homeownership opportunities and provide more affordable rental housing throughout the state. This bill included the largest investment in housing in state history with an allocation of $811 million, and also diverts $1.5 billion over 10 years to build new affordable rental units. Further, it expands eligibility of the Hometown Heroes Housing Program and eases local restrictions on where affordable housing may be built. The Governor also signed SB1604, a land use bill including an amendment with the FHBA supported prohibition against local government architectural control in a PUD. FHBA also victoriously defended the industry against the ratification of the DEP Stormwater Rule and will continue to work with the Department to ensure the rule is ready for ratification in the future. As of this newsletter, a number of bills supported by the Association achieved passage by both chambers of the legislature and await ratification from Governor DeSantis, including: Local Licenses (HB 1383): Pushes back the sunset date for local licensure to July 1, 2024, prohibits local governments from adopting new licensing requirements, and authorizes counties which contain an area of critical state concern to continue to offer specialty licenses. Also requires the CLIB to establish certain optional specialty licenses. Local Ordinances/Testa Case Fix (SB 170): Contained within the Local Ordinances is the Testa v. Jupiter Island City case fix which would remove the ability for ordinances to be challenged if the continued meeting was on the record, but not re-noticed. Contraction/Prohibit Referendum for Land Use Issues (SB 718): The De-annexation/Contraction Bill was successfully combined with HB 41 which prohibits local governments from taking land use issues to referendum. Delay of the Energy Code (HB 869): This is the DBPR Package which was amended to include a provision that if the Energy Code Compliance Software is not available within three months of the new building code’s effective date, the Florida Building Commission may delay implementation of the Energy Code for up to three additional months. Natural Emergencies (SB 250): This bill creating a more stable property environment (extension of existing permits, prohibiting more restrictive processes for land use changes, no impact fee increases etc.) following a named storm or other natural disaster which has been included in a declared State of Emergency. Also appropriates $60,000,000 for Local Government Emergency Bridge Loan Program for local governments to access funds when they are impacted by federally declared natural disasters. Building Code and Substantive Changes by Inspectors (HB 89): This limits when a local official may require substantive changes to plans after a permit has been issued. They must also cite in the building code or fire code upon which any directed substantive change is based upon. A final note, the Governor has also signed Owner of Property by Foreign Entities (SB 264). While the bill no longer regulates the purchases of real property near critical infrastructure, it does regulate the sale of real property within one mile of military installations by certain foreign principals. Foreign entities of agriculture land must register with the Department of Agriculture and Consumer Services. It also allows certain Chinese persons legally present in the state other than tourism to purchase single primary residences. Work will continue to follow the Governor’s consideration of each of these important pieces of legislation, as our advocacy team gears up to head into election season. If the winter blues, you know those passing Florida cold fronts and temperatures changing from the 80’s to 50’s and days without sunshine, had you longing for summertime, there are several home maintenance activities you can tackle to prep for Summer and Hurricane Season. And by dedicating just a few days to completing these simple tasks, you will keep your home running smoothly and protect your investment at the same time. To get started, here are five ideas to help you spruce up your home while remembering the transition to summer happens might quick in Florida. Refresh Your Windows. As the weather gets warmer, it’s vital to ensure your windows are in good working condition. First, inspect all windows for proper operation and a tight fit. To start, clean the window tracks. If you have window screens, gently wash them with soapy water. Next, check that the weatherstripping hasn’t cracked or torn. You can help reduce your energy bills by preventing unwanted outside air from leaking into your home. Schedule an Air Conditioning Tune-up. Have your air conditioning system inspected and cleaned by a GCBA member. If your system has a filter, replace it. A good rule of thumb is to have your air filter replaced every three months to keep your unit working efficiently.If your air conditioner is in good shape, consider other ways to keep your home cool as the weather turns from Florida warm to Florida warmer, like adding curtains, shades or blinds to windows. Prepare for Unwanted Pests. Summer weather also means that pests – including ants, roaches, rats, fleas, termites – and mosquitoes and no-see-ums – will be looking to join your household. Keep them out by sealing cracks and openings along baseboards, behind sinks, and around pipes and windows. Repair holes in door and window screens to prevent outside pests from entering your home. Inspect Your Roof. Severe weather can take a toll on your roof. GCBA roofing experts recommend checking your roof for any signs of winter damage from the sometimes severe thunderstorms and excessive rains during the passage of cool and cold fronts that mark a Florida winter. Remember to take special care when using a ladder to inspect your roof. Read and follow directions carefully. Remember to do business with a GCBA member! Clean Your Gutters. Long winters bring a mix of storms and heavy winds that can carry a lot of debris to your gutters. Debris, leaves and other twigs clog up your gutters and downpours, especially as oaks, hardwoods, mango, and tropical fruits come into bloom headed into spring and summer. Your home is susceptible to interior or exterior water damage without a regular clean-up. The start of Hurricane Season is upon us. So whatever you do now to protect your home is one less step you will have to take when a depression, Tropical Storm, or Hurricane Threatens Florida residents. Findings from a recent national poll reveal that 30% of American adults typically work from home at least two days a week. The findings could offer clues to the long-term financial health and value of commercial office space in the United States. The polling firm Morning Consult conducted the survey for NAHB in March 2023. The three demographic characteristics that make the biggest difference when it comes to working from home are generation, income and education level. While 45% of millennials, 35% of Gen Zers, and 31% of Gen Xers can work from home at least twice a week, the share is only 15% among boomers.
Simple One-Pagers Explain Key Land Development Issues
Local land use policy has an impact on housing production and affordability, but the correlation is not always understood by those outside of the home building industry. NAHB’s Land Development Committee formed a working group to study and produce educational resources on land use policy. The result is three primers that effectively convey a pro-housing and development message in one page of simple, concise information. This is valuable when working with people who are unfamiliar with the subject or don’t have time for a long report. NAHB contracted with Opticos Design — the firm that coined the phrase ‘missing middle housing’ — to produce these resources. Opticos previously produced the NAHB report: "Diversifying Housing Options with Smaller Lots and Smaller Homes." The primers cover three priority land use policy topics related to housing production and affordability: density, zoning and development review.
