The day was picture perfect; just right for taking a walk on the Millers Run Greenway Trail. My starting point was "Callie's Garden" in James Short Park. There is a paved walking trail that takes you right along Millers Run. If you are a nature lover, you will enjoy hearing and seeing all that nature has to offer. Then there were the pavilions. Everyone there looked like they were having fun because after all, this park has something for everyone no matter your age. There are pickleball courts, basketball courts, and an area full of all kinds of playground equipment. Next was the beautiful Loyalsock Township public pool. The little boy playing in the kiddie pool was especially cute and made me smile. Then I crossed over a pretty bridge to the dog park. When I said there is something here for everyone, it's true. Well, I hope you enjoyed this walk with me. Did I mention how this place lights up for Christmas?

MULCH LOADING Township residents with a key card can load mulch themselves at any time during normal mulch pile hours. The township does load mulch for a fee (when crew is available), but only during the following times: from June 1 to September 1, Tuesdays and Thursdays at 6:15am and 2:00pm; all other dates, Tuesdays and Thursdays 7:15am and 2:30pm. By appointment only. Please call the day before you wish to be loaded to schedule your time. If you want to be loaded during the morning, you must also come in the day before to pay as you will need a receipt to be loaded and the office does not open until 7:30am. MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website under News & Notices, then click on Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. Renewals run on a calendar year. There is a $10.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated, which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under News & Notices, click on Forms & Applications, and then click on Mulch Pile Rules. If you see anyone breaking the rules, please get the following information if possible: their license plate number and the time of the incident, and report it to the township office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the township crew.

MULCH KEY CARD VIOLATIONS DEACTIVATION OF KEY CARDS FIRST OFFENSE: Deactivation of key card and suspension of all usage privileges for 30 days. Key card and privilege reinstatement is available after 30 days at the Township Office by paying a $35 reinstatement fee. SECOND OFFENSE: Deactivation of key card and suspension of all usage privileges for 90 days. Key card and privilege reinstatement is available after 90 days at the Township Office by paying a $35 reinstatement fee. THIRD OFFENSE: Permanent deactivation of key card and suspension of all usage privileges. Residents may request reinstatement of key card privileges after one (1) year by requesting an appeal before the Township Board of Supervisors. Any fees associated with violations and reinstatement can be imposed if approved. Note that all residents and businesses are responsible for their key cards. Misuse by other parties is not a valid excuse for violations. Any resident or business found within the gated area of the mulch pile without valid key card privileges may be prosecuted for criminal trespass.

** SCANNING KEY CARDS ** You must always scan your mulch pile key card when going through the security gate. It is becoming more and more common for township personnel to see cars driving through the mulch pile gate behind another vehicle without using their card. When we see this happen someone must take the time to investigate whether that person has a key card, or if someone is trying to enter the mulch pile illegally. You do not have to wait for the gate to close, but no one is allowed to go through the security gate behind another vehicle without scanning their card!

Comments from the Building Official - One question that often comes up is the need for building permits when remodeling a kitchen or bathroom. There are three areas that require a building permit to be issued: structural changes, plumbing changes or additions, and electrical changes or additions. In most kitchen and bathroom remodels, which are primarily a "facelift" with fixtures remaining in the same location and no wiring, no permits are required. Where there is more extensive work in the remodel, permits may be required for the three items mentioned.

When you hire a "professional" contractor or you are a "do it yourselfer" after watching a YouTube video or reading a "How To" book, what could possibly go wrong? An inspection performed by a Building Inspector has numerous benefits, including ensuring property safety, protecting your investment, and identifying possible hidden issues. The inspection confirms compliance with building codes and ensures that properties meet safety standards, minimizing risks like structural instability, fire hazards, and electrical issues. The inspection(s) are for the benefit of the property/business owner and community. Loyalsock Township's Building Official has over 31 years of experience in the field of Building Codes and continues to expand his knowledge through continuing education courses. If the work that was done under the building permit fails an inspection, you will be advised what was not done properly and then the necessary corrections can be made. The Building Official will be happy to answer any questions you may have, and he will be able to answer "what could possibly go wrong?" if you ask him. Loyalsock Township High School Girls Basketball PIAA CLASS AAA State Champions The Loyalsock Township Board of Supervisors were pleased to present a Proclamation to the Loyalsock Township High School Girls Basketball Team and their Coaches at their Supervisor's Meeting on April 8, 2025. April 8, 2025, was declared "Lady Lancers Day".
At the request of the Williamsport Municipal Water Authority, paving on several roads has been POSTPONED to allow future utility upgrades and avoid cutting into newly paved surfaces. As a result, changes have been made to the paving schedule. The following streets have been REMOVED from this year's paving schedule: Elwood Road (Ritchey Street to North Hills Drive) North Hills Drive (Elwood Road to Cul-de-Sac) Country Club Lane (Ritchey Street to North Hills Drive) Briarwood Drive (Ritchey Street to Waldman Drive) In their place, the following streets have been ADDED to the 2025 paving list: Lincoln Drive (Sycamore Road to End) Orchard Avenue (Albryan Avenue to Christie Avenue) Lafayette Parkway (Elliott Street to Four Mile Drive) We appreciate your understanding as we work to coordinate utility and roadway improvements in a cost-effective and responsible way.

Township Leaf Collection Policy Curbed Streets: Leaves are vacuumed from township streets with curbs. Private roads are excluded. Non-Curbed Areas: Bag your leaves and call the Township Office at (570) 323-6151 for pickup. Collection Guidelines for Curbed Streets: Rake leaves (unbagged) to the curb a day or two before your scheduled collection. Leave a 6-12 inch gap between the curb and the leaves to allow water flow to storm drains and avoid obstructing traffic. Prohibited Items: Do not include grass clippings, flowers, vegetable garden residue, or branches with your leaves. These can damage the leaf vacuum and delay collection. Parking: Avoid parking on the street during pickup times to make leaf collection faster and easier. Mulch Pile: Residents with mulch key cards can bring leaves to the mulch pile. Bagged leaves must be removed from bags at the mulch pile. Bags cannot be left at the site. Hours: Open daily from 8 am to dusk before November 11. After November 11, open Monday - Saturday 8 am to 4 pm. Leaf Collection Schedule: The crew will follow the established schedule strictly. They may drive through neighborhoods not scheduled for that day without stopping to pick up leaves. Weather permitting, the crew will return to collect remaining leaves after the scheduled pickups. REAL ESTATE TAXES School Real Estate taxes were mailed the first week of July. If you did not receive your bill, please contact my office immediately at 570-321-8020. Non-receipt of the bill does not eliminate the tax nor change the due dates. If you escrow your taxes in your monthly payment, please forward the original bill to your Mortgage Company. Regular office hours generally are Monday and Wednesday from 9:00am to 5:00pm. ADDITIONAL HOURS and CLOSED DAYS are listed on the insert included with your tax bill. Extended hours at the end of discount include Friday, August 22nd, 1:00pm to 5:00pm; Wednesday, August 27th and Friday, August 29th from 7:00am to 7:00pm. The last day to pay in person is Wednesday, December 17, 2025. The last day to leave payments in my drop box or to have postmarked is December 31, 2025. My office is closed for traditional holidays and when the Loyalsock Schools are closed for inclement weather. School Real Estate Taxes are proposed to stay the same AGAIN! (FOUR (4) YEARS IN A ROW!) The PA Rebate Program has allowed hundreds of our residents to obtain a rebate on PAID property taxes. We are happy to provide certified receipts for you, at a cost of 25₵ per copy. You need a copy of the County/Township and the School to file for this rebate. When you pay these taxes, please ask for the "signed" copy, which is acceptable for the rebate. Occasionally I need to contact you regarding your check. Perhaps you forgot to sign it or made a typographical mistake that the bank won’t accept. With so many people having no land line telephone, I respectfully request you add your contact phone number on your check so I can reach you if necessary. It’s not often, but critical when I need you! INSTALLMENT PAYMENT PLAN FOR SCHOOL REAL ESTATE TAXES—2025 Per the 2006 Taxpayers Relief Act, also known as ACT 39, School Districts MUST allow properties that have been accepted into the homestead program to make Installment Payments. The Loyalsock School District Board has voted to allow three equal installments to pay your School Tax Bill. Most of Lycoming County Schools have offered the same plan. The three payments are due July 31st, September 30th, and November 30th. Postmark and drop box count for all due dates. If the first payment is not received by July 31st (postmark) the installment plan cannot be used for this year. If any installment is ONE DAY LATE there is a 10% penalty that will be added. The Installment Plan pays the taxes at the FACE amount. This is the actual tax on the property (the middle column). The discount of 2% is given up if the installment plan is used (even if installments 2 and 3 are paid by the end of August, they will equal the FACE amount of the tax). If you escrow your taxes, send the FULL tax bill to the mortgage company (not any of the coupons). They will generally pay the taxes at the discount amount. All unpaid payments will be turned over to Lycoming County Tax Claim when I make my January settlement, and will become liens against the property. HOMESTEAD EXCLUSION (EXEMPTION) If you applied and were accepted (as far back as 2004) for the Homestead Exemption, your tax bill reflects a homestead exclusion (deduction) that amounts to an estimate of $228.00 (a $29.00 increase), at the time this article was written, off the face amount. This is reflected as a deduction on the tax bill as issued, and is higher (better!) than prior years. If you need to check on the Homestead Status of your property call the Lycoming County Assessment Office at 570-327-2301. Homestead approval requirements: 1) it is your main home - residence, 2) the deed is in YOUR name, 3) you applied for Homestead Status and were approved. There may be other rules, but these are the main ones used for approval. The County controls the data for this, so please call them directly regarding your property. BUSINESS TAXES Just a reminder that business license and business privilege taxes were all due by the end of April 2025. If you have any questions about your account, feel free to call my office on Mondays or Wednesdays from 9:00am to 5:00pm and I will be glad to review your file. In addition, Local Service Tax (LST) was due at the rate of $1.00 per week per employee ($52.00 per year). Owners of Businesses, Presidents, Office Managers, Realtors, and Brokers are considered “employees” and are required to pay the LST Tax. LOYALSOCK RECREATION CENTER GYM & COMMUNITY ROOM RENTALS The Loyalsock Recreation Center Gym and Community Room are both located at 1607 Four Mile Drive and both are available for rentals. The Gym and Community Room can be rented for parties, meetings, special events, etc., and the Gym can also be rented for sports use. Political events are not permitted. If you are interested in renting either of these spaces, please contact the Recreation Department at 570-567-7525. The prices are listed below. A security deposit equal to the amount of your rental fee (up to $100) will also be charged. This will be returned following your rental, after we verify that all of the rules were followed and the area was returned to the way it was prior to your rental.
EVOLUTION OF A TOWNSHIP (Continued from November 2024 newsletter) EVOLUTION OF A MODERN RESIDENTIAL TOWNSHIP - LOYALSOCK The height of expansion in the township is the decade of the '50's. The township constructed a modern township building on the corner of East Third Street and Country Club Drive. Under the leadership of Frank Blaker, chairman; Bruce E. Henry, secretary-treasurer; Edwin E. Guinter and George A. May, the township expanded in roads, sewage systems, water, electric and gas connections. The township is responsible for the maintenance of 50.28 miles of township roads. Loyalsock has a real estate valuation of $32,210,430 and an occupation valuation of $2,355,200. The township real estate tax is 2.8 mills, plus a $5.00 per capita tax. The school real estate tax is 31 mills, the occupation tax is 175 mills with $10.00 per capita tax. The school privilege tax is $10.00 and there is 1/2of 1% township income tax and 1/2 of 1% school income tax. (These figures are changing). The township government branches include the Recreation Board, Planning Commission, Zoning Commission, and Highway Department. In the residential community the zoning is extremely important. Zoning regulations are enforced through zoning ordinances and the deed of property.

The Hepburn family of Loyalsock Township submitted these photos and comments. Photo #1: "Wilbur Hepburn, doing some side hill plowing...he always said of this picture that he had to have horses with shorter legs on the one side!" Photo #2: "Again Wilbur Hepburn...this was obviously taken from the uphill side...somehow we can imagine his wife, Julia, running up and down the hill to get these shots (cannot verify she took them). There is no date on the photos, but the house in the background was built in 1950, so these photos were most likely in that decade." Photo #3: "Wilbur and Julia's son Bob, his wife Annabel and their firstborn child, Debbie, on the horse-drawn bobsled. Photo taken in December of 1953. Julia would tell the story of how in the early years of their marriage in the winter, Wilbur would take the horses and bobsled down into Loyalsock Township and bring the "city folk" out to the farm for chicken and waffle dinner - cost was $1.00 a person." Free Walking Program The Loyalsock Recreation Department offers a free walking program for people ages 18 and over at the Loyalsock Recreation Center Gym at 1607 Four Mile Drive. You can walk for free between 10am and 12pm Monday-Friday year round. Walking is done around the perimeter of the gym. Gym shoes are required. ADULT BASKETBALL OPEN GYM Improve your cardiovascular health and make some new friends at the open gym program. Adults 30 and older are invited to come out for open basketball in the Loyalsock Recreation Center Gym located at 1607 Four Mile Drive. The program is held on Sunday evenings from 7:00pm - 9:00pm from September 7, 2025 through April 26, 2026. The cost is $35.00 for Loyalsock residents and $45.00 for non-residents. To register for the program you must fill out a form and submit your payment prior to the Sunday you wish to start to play. Loyalsock Township would like to invite all civic groups, youth organizations, special interest groups/clubs, church groups, local businesses, and interested area citizens to participate and sing along in this year's Holiday Parade! The Loyalsock Township Recreation Department and the Loyalsock Volunteer Fire Company have teamed up again this year to organize the parade. We would love to see and hear all of you participate. Parade forms at 12:30 and moves out at 1:30 from the Loyalsock Township Middle School. The Parade will begin at 1:30pm at the Loyalsock Middle School, then turn left onto Loyalsock Drive, right onto Richards Avenue, left onto Lincoln Drive, right onto Westminster Drive, right onto Sheridan Street, right onto Northway Road, and end back at the Loyalsock Middle School. **For safety reasons we ask that nothing be thrown from moving vehicles** **You may provide a "walker" to hand items out to spectators** Applications are due no later than November 28, 2025 If you have any questions, please call 570-567-7525

Sally Short's 20th Annual Holiday in the Park James Short Park lights up December 6 @ 5:30pm Event held 5:30pm - 7:00pm The park will be illuminated from December 6 - January 1
On December 6, 2025, James Short Park will be transformed into a beautiful Christmas wonderland. This all started with a vision that Erdean and Fred White shared. They put their thoughts into action and through much effort and teamwork with Loyalsock Township and various volunteers they were able to create this wonderful community event. The initial seed money for the program was taken from an endowment that was left to Loyalsock Township by Sally Short, wife of James Short, who was the chairman of the Recreation Board for many years. This program would not be possible without Erdean and Fred White's vision and dedication partnered with the initial seed money from Sally Short. They all had the spirit of giving and as a result the park lights up every season and joy fills the air. Sally Short's Holiday in the Park will involve the illumination of James Short Park for the holiday season. The park will be illuminated each night for the public to view from December 6 - January 1. The initial lighting will take place December 6th along with the arrival of Santa Claus and holiday music. We will also have free wagon rides through the park to view the lights. The event will be held from 5:30pm - 7:00pm, with the initial lighting at 5:30pm. Refreshments will be available for purchase and all proceeds will directly support next year's event. Theme - "Let All Creation Sing"
The spring season brought plenty of rain to our township and the grass surely soaked it in. It was tall, thick, and green everywhere. In many areas, even our streets were turning green. No, unfortunately not from some new colored-green asphalt mix, but from grass clippings. Most of us are aware of the negative effects with unkept properties, but what about the grass that is blown out into the street? Grass blown into the street is a real concern in ways you may not have thought of. If left in the street, these clippings will end up going down the storm drains and from there they travel from one body of water to another carrying harmful pollutants that affect our ecosystem. This alone should be enough reason to stop putting grass clippings into the street. Grass clippings can also clog the storm drains resulting in flooding. We have had whole blocks flood in the township and the culprit turned out to be a clogged storm drain. We don't think of grass clippings in the road as ice, but these clippings become very slippery, especially to those on motorcycles and bicycles. The photo provided illustrates how serious this can be. Also, dangerous debris can be blown from a mower. Those of us who cut grass are familiar with the sound of something hitting the blade and then the fear of what is being blown out and where is it going. And let's be honest, grass clippings left on the street is unsightly and can make a whole block of well-manicured homes look bad. Grass clippings are food for some types of animals, they can be used as compost to make mulch for use in gardening beds, or you can take them to a recycling center. For those who have a key card to our mulch/recycling area at the township building, you may take your clippings there. The township codes office does enforce the code addressing grass clippings that are placed into the street. We understand that grass clippings can make their way into the street while a property is actively being mowed, however the clippings are expected to be cleaned up immediately upon finishing with any mowing. If you do not wish to clean up grass clippings, then simply direct the mower to blow away from the street. Clippings left in the street or against the curb will subject an abutting property owner to a notice of violation (usually a warning) then repeat violations can result in a $25 citation per incident. Please be mindful and responsible. Thank you for your understanding and cooperation.

Pennsylvania School Bus Stopping Law

School bus safety is a high priority in Pennsylvania. Students, parents, teachers, administrators, transportation providers and the motoring public all play important roles in keeping our youth safe while on or around the school bus. When you meet a stopped school bus with red signal lights flashing and stop arm activated, you MUST STOP. When you approach an intersection where a school bus is stopped with red signal lights flashing and stop arm activated, you MUST STOP, whether you are on the same street or the cross street. Drivers MUST STOP at least 10 feet away from the school bus. Drivers do not have to stop on a highway with clearly defined dividing sections or physical barriers providing separate roadways. This only applies when the school bus is on the opposite side of the road. You MUST WAIT until the red lights have stopped flashing and the stop arm has been withdrawn before moving. DO NOT MOVE until all the youth have reached a place of safety. Please be extra careful when you see youth near or on the roadways.
MILLERS RUN STREAMBANK STABILILZATION PROJECT These photos show the reconstruction and stabilization of an extremely eroded section of streambank on Millers Run. This project is a part of our MS4 Program and will help to reduce erosion and improve water quality in Millers Run. Small willow trees are planted into the new embankment and larger trees planted on top of the bank will root and grow to help stabilize this section of Millers Run.
LOYALSOCK GARDEN CLUB NEWS Having experienced an extremely wet spring, we look forward to a bit more sunshine for the remainder of the summer months and into the fall. Hopefully, you have been able to tour our area and see some of the beautiful flowers our local gardeners offer for your visual enjoyment. Be sure to check out the flower beds at Bruce Henry Park created by Loyalsock Garden Club members. We hope they are enjoyed by all who pass by. Our July meeting of the Garden Club was a great tour of Ways Garden conducted by Carl Bower. It was a lovely evening and enjoyed by all. On August 18th at 6:00pm the club will gather for their annual Garden Club picnic at Riverfront Park. This is always an enjoyable time of good food and great fellowship. On September 15th the club will meet at the Loyalsock Recreation Center for a "Make & Take" workshop for fall. The program is presented by club member, Jan Warren. On October 20th at 7:00pm the club will hold their annual business meeting at the Loyalsock Recreation Center. The evening will include a 50/50 drawing and refreshments. Our November 17th at 7:00pm the club will hold their meeting at the Loyalsock Recreation Center. Guest speaker, Wayne Laubscheur, will present a program on "Winter Finches". On Thursday, December 4th at 6:00pm the club will gather for their annual Christmas Party at Orlandos in Muncy. It is always a great time to celebrate the season and the many friendships made through our love of gardening. Visitors and new members are always welcome. FREE THEATRE FOR SENIORS A Christmas Carol - Saturday, December 13, 2025 @ 2:00pm Faithful to the language of Charles Dicken's novella and suffused with Christmas songs, A CHRISTMAS CAROL tells the story of the curmudgeonly miser, Ebeneezer Scrooge, and his miraculous transformaton. The night before Christmas he is visited by four ghosts, who show him how his choices have affected those around him as well as himself and remind him of what is important in the world. Waking, after the visitations, in time for Christmas, Scrooge sets out to make things right and change not only his life, but those around him. LOYALSOCK TOWNSHIP'S "THEATRE FOR SENIORS" IS FOR SENIORS AGE 55 AND OVER ONLY. A SENIOR MAY BE ACCOMPANIED BY ANOTHER ADULT IF THEY ARE HANDICAPPED AND NEED ASSISTANCE. NO CHILDREN ARE PERMITTED AT THESE SHOWS. Performances are on the Community Theatre League Stage in the Trade & Transit Building at 100 West Third Street. The lobby will open approximately 1 hour before the performance, but the seating area will open 30 minutes prior to the performance. For reservations call the township office at 570-323-6151 by noon of the preceding Friday. When making reservations, please be sure to let us know if you need space for a wheelchair as the theater has a limited number of spaces available. Loyalsock Township is pleased to announce that the Free Theatre For Children will be offered again. The performance will be in the Spring of 2026. The date for the performance is not available at this time. What we do know is the show is a favorite, "Charlotte's Web".
