MULCH LOADING Township residents with a key card can load mulch themselves at any time during normal mulch pile hours. The township does load mulch for a fee (when crew is available), but only during the following times: from June 1 to September 1, Tuesdays and Thursdays at 6:15 am and 2:00 pm; all other dates, Tuesdays and Thursdays 7:15 am and 2:30 pm. By appointment only. Please call the day before you wish to be loaded to schedule your time. If you want to be loaded during the morning, you must also come in the day before to pay as you will need a receipt to be loaded and the office does not open until 7:30 am. MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website under News & Notices, then click on Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. Renewals run on a calendar year. There is a $15.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated, which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under News & Notices, click on Forms & Applications, and then click on Mulch Pile Rules. If you see anyone breaking the rules, please get the following information if possible: their license plate number and the time of the incident, and report it to the township office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the township crew.

MULCH KEY CARD VIOLATIONS DEACTIVATION OF KEY CARDS FIRST OFFENSE: Deactivation of key card and suspension of all usage privileges for 30 days. Key card and privilege reinstatement is available after 30 days at the Township Office by paying a $35 reinstatement fee. SECOND OFFENSE: Deactivation of key card and suspension of all usage privileges for 90 days. Key card and privilege reinstatement is available after 90 days at the Township Office by paying a $35 reinstatement fee. THIRD OFFENSE: Permanent deactivation of key card and suspension of all usage privileges. Residents may request reinstatement of key card privileges after one (1) year by requesting an appeal before the Township Board of Supervisors. Any fees associated with violations and reinstatement can be imposed if approved. Note that all residents and businesses are responsible for their key cards. Misuse by other parties is not a valid excuse for violations. Any resident or business found within the gated area of the mulch pile without valid key card privileges may be prosecuted for criminal trespass.

** SCANNING KEY CARDS ** You must always scan your mulch pile key card when going through the security gate. It is becoming more and more common for township personnel to see cars driving through the mulch pile gate behind another vehicle without using their card. When we see this happen someone must take the time to investigate whether that person has a key card, or if someone is trying to enter the mulch pile illegally. You do not have to wait for the gate to close, but no one is allowed to go through the security gate behind another vehicle without scanning their card!

Our crew has been working hard this spring and summer on projects across the township. They replaced two pipes on Hepburn Hill Road and Miller Hill Road. Both pipes broke, so our crew worked diligently to replace them with new plastic pipes. They also filled a sink hole that had emerged on Richards Avenue. On top of all these projects, they kept up with mowing and using our street sweeper throughout the township.
When was the last time you changed the batteries in your smoke and carbon monoxide alarms? When was the last time you replaced the alarms entirely? These essential safety devices have become so commonplace that they are often forgotten. To function properly, they need to be maintained correctly by changing the batteries twice a year and replacing the units. Carbon monoxide alarms should be replaced every five years while smoke detectors should be replaced every 10 years. David Carson, Loyalsock Township Building Inspector, recommends using 10-year sealed battery smoke and carbon monoxide combination detectors. “With the 10-year sealed type of alarms, you don’t have to worry about remembering to change the batteries,” said Carson. You can write the date of installation on the side of the detector to remember to replace them in a decade. When working smoke alarms are present in your home, the risk of dying in a home fire is cut by 60 percent, according to the National Fire Protection Association. “Missing or non-functional power sources, including missing or disconnected batteries, dead batteries, and disconnected hardwired alarms, were the most common factors when smoke alarms failed to operate,” according to the association. It’s recommended to have these devices hardwired into the home, so there is a back-up power source in case the batteries die. In a recent study by the association, half of the surveyed participants did not own carbon monoxide alarms, while almost all of them had smoke detectors installed. Carbon monoxide is an odorless, colorless gas created when fuels burn incompletely. Vehicles, generators, heating units, and cooking appliances can all be sources of carbon monoxide. This puts everyone at risk of carbon monoxide poisoning. Signs of poisoning are headache, dizziness, weakness, upset stomach, vomiting, chest pain, and confusion, according to the Centers for Disease Control and Prevention (CDC). It can make you pass out or possibly kill you. CDC recommends having your chimney cleaned or furnace serviced annually to ensure fuel fumes are exiting the home properly. Never use a generator inside the home. Only use one outside and 20 feet away from any doors, windows, or vents. Never burn charcoal or gas camp stoves indoors either. Smoke and carbon monoxide detectors can be purchased at any local hardware store. REAL ESTATE TAXES School Real Estate Taxes were mailed the first week of July. If you did not receive your bill, please contact my office immediately at 570-321-8020. Non-receipt of the bill does not eliminate the tax nor change the due dates. If you escrow your taxes in your monthly payment, please forward the original bill to your mortgage company. Regular office hours generally are Monday and Wednesday from 9:00 am to 5:00 pm. ADDITIONAL HOURS and CLOSED DAYS are listed on the insert included with your tax bill. Extended hours at the end of discount include Friday, August 21, 1:00 pm to 5:00 pm; Friday, August 28 and Monday, August 31 from 7:00 am to 7:00 pm. The last day to pay in-person is Wednesday, December 16, 2026. The last day to leave payments in my drop box or to have postmarked is December 31, 2026. My office is closed for national holidays and when the Loyalsock Township Schools are closed for inclement weather. The PA Rebate Program has allowed hundreds of our residents to obtain a rebate on PAID property taxes. We are happy to provide certified receipts for you, at a cost of 25₵ per copy. You need a copy of the County/Township and the School to file for this rebate. When you pay these taxes, please ask for the "signed" copy, which is acceptable for the rebate. Occasionally, I need to contact you regarding your check. Perhaps you forgot to sign it or made a typographical mistake that the bank won’t accept. With so many people having no landline telephone, I respectfully request you add your contact phone number on your check, so I can reach you if necessary. It’s not often, but critical when I need you! INSTALLMENT PAYMENT PLAN FOR SCHOOL REAL ESTATE TAXES—2026 Per the 2006 Taxpayers Relief Act, also known as ACT 39, School Districts MUST allow properties that have been accepted into the homestead program to make installment payments. The Loyalsock School District Board has voted to allow three equal installments to pay your School Tax Bill. Most of Lycoming County Schools have offered the same plan. The three payments are due July 31, September 30, and November 30. Postmark and drop box count for all due dates. If the first payment is not received by July 31 (postmark), the installment plan cannot be used for this year. If any installment is ONE DAY LATE there is a 10% penalty that will be added. The Installment Plan pays the taxes at the FACE amount. This is the actual tax on the property (the middle column). The discount of 2% is given up if the installment plan is used (even if installments 2 and 3 are paid by the end of August, they will equal the FACE amount of the tax). If you escrow your taxes, send the FULL tax bill to the mortgage company (not any of the coupons). They will generally pay the taxes at the discount amount. All unpaid payments will be turned over to Lycoming County Tax Claim when I make my January settlement, and will become liens against the property. HOMESTEAD EXCLUSION (EXEMPTION) If you applied and were accepted (as far back as 2004) for the Homestead Exemption, your tax bill reflects a homestead exclusion (deduction) that amounts to an estimate of $228 off the face amount. This is reflected as a deduction on the tax bill as issued, and is higher (better!) than prior years. If you need to check on the Homestead Status of your property, call the Lycoming County Assessment Office at 570-327-2301. Homestead approval requirements: 1) it is your main home - residence, 2) the deed is in YOUR name, 3) you applied for Homestead Status and were approved. There may be other rules, but these are the main ones used for approval. The County controls the data for this, so please call them directly regarding your property. BUSINESS TAXES Just a reminder that business license and business privilege taxes were all due by the end of April 2026. If you have any questions about your account, feel free to call my office on Mondays or Wednesdays from 9:00 am to 5:00 pm. In addition, Local Service Tax (LST) was due at the rate of $1.00 per week per employee ($52.00 per year). Owners of businesses, presidents,office managers, realtors, and brokers are considered “employees” and are required to pay the LST Tax. Township Leaf Collection Policy Curbed Streets: Leaves are vacuumed from township streets with curbs. Private roads are excluded. Non-Curbed Areas: Bag your leaves and call the Township Office at (570) 323-6151 for pickup. Collection Guidelines for Curbed Streets: Rake leaves (unbagged) to the curb a day or two before your scheduled collection. Leave a 6-12 inch gap between the curb and the leaves to allow water flow to storm drains and avoid obstructing traffic. Prohibited Items: Do not include grass clippings, flowers, vegetable garden residue, or branches with your leaves. These can damage the leaf vacuum and delay collection. Parking: Avoid parking on the street during pickup times to make leaf collection faster and easier. Mulch Pile: Residents with mulch key cards can bring leaves to the mulch pile in the area marked for leaves. Bagged leaves must be removed from bags at the mulch pile. Bags cannot be left at the site. Hours: Open daily from 8 am to dusk before November 10. After November 10, open Monday - Saturday 8 am to 4 pm. Leaf Collection Schedule: The crew will follow the established schedule strictly. They may drive through neighborhoods not scheduled for that day without stopping to pick up leaves. Weather permitting, the crew will return to collect remaining leaves after the scheduled pickups. The township received numerous concerns from residents regarding reckless e-bike riders in the parks this year. To improve safety in our parks, the Loyalsock Township Board of Supervisors passed an ordinance that prohibits the use of e-bikes and e-scooters in all township parks. The Pennsylvania Department of Transportation defined an e-bike as, “a pedalcycle with electric assist.” An e-bike has operable pedals plus a motor that cannot exceed 20 mph. Riders must be 16 years or older to operate one. It defined an e-scooter as, “a device with two in-line wheels, handlebars, a floorboard to stand on, and an electric motor.” These are not legal to operate on public roadways; they are exclusively for use on private property. Both transportation devices are powered by rechargeable batteries. The rider can manually power the e-bike or e-scooter or use the battery to increase their speed. In amended Chapter 150-1 of the code states the following acts are prohibited on the premises of public parks and recreation areas owned by the Loyalsock Township Board of Supervisors: The possession of e-bikes and e-scooters in township parks is prohibited. For purposes of this ordinance, the definition of e-bikes shall include motorized pedalcycles, motor scooters, Segways, e-bikes, or similar non-human powered vehicles No person shall ride a bicycle, human-powered scooter, or skateboard, in a careless, negligent or reckless manner to create a nuisance or endanger the well-being or property of others or as to cause damage to any township park. While bicycles, e-bikes, and e-scooters are permitted on recreational trails owned by the township, unless a recreational trail is specifically designated as for walking or running only, no person shall ride a bicycle, e-bike, e-scooter, scooter, or skateboard on a recreational trail owned by the township in a careless, negligent, or reckless manner as to create a nuisance or endanger well-being or property of others or as to cause damage to any township parks. Mobility aids like motorized scooters and electric wheelchairs are permitted. Shannon Lukowsky, Parks and Recreation Director, played an integral part in making this amendment possible. She listened to residents’ concerns regarding e-bikes and addressed the issue swiftly. “The safety of our park users is our top priority,” she said. E-bikes and e-scooters are heavier and travel much faster than traditional bikes and scooters. The speed a rider is going at is the top factor in e-bike crashes, she said. She encouraged residents to be familiar with the state laws put in place by PennDOT. In the chart on the next page, the department has created an infographic that explains the guidelines for different modes of transportation. Paul Nyman, board chairman, said that during the warm months there are a lot of residents utilizing the township parks for sporting events and outdoor recreation. E-bikes are a safety hazard to everyone enjoying the parks when they are driven recklessly. “E-bikes are so fast and quiet that the township is very concerned that there could be a serious injury to one of our residents,” said Nyman.
If I can't ride my e-bike in the parks, where can I? Please see above chart for PennDOT's rules and age restrictions. Public roads, aged 16 and older Township trails where bicycles are permitted, aged 16 and older State trails, parks, and forests where bicycles are permitted. E-bikes must weigh less than 100 lbs, have fully functional pedals, and have a motor less than 750 watts, according to Department of Conservation and Natural Resources. Riders must not use electric assistance on non-motorized trails and area. Riders may use electric assistance on motorized trails and areas. E-bikes are not permitted on hiking trails or natural areas.

New E-Bike Ordinance Residents have been sharing their experiences with us about e-bikes in the township parks. They have explained that they have genuine safety concerns when people ride them irresponsibly. The board heard your complaints and has passed an amendment to an ordinance in our Parks and Recreation code.

Common sense ideas to keep your home safe: Lock all doors to your home including the access to your garage. Install motion lights around your home to deter intruders. Lock car doors and don't leave valuable items visible through the windows. Home security camera footage can be helpful in police investigations. Home security systems can be effective in deterring intruders. Always report suspicious activity in your neighborhood to the state police.

LOYALSOCK RECREATION CENTER GYM & COMMUNITY ROOM RENTALS The Loyalsock Recreation Center Gym and Community Room are both located at 1607 Four Mile Drive and both are available for rentals. The Gym and Community Room can be rented for parties, meetings, special events, etc., and the Gym can also be rented for sports use. Political events are not permitted. A security deposit equal to the amount of your rental fee (up to $100) will also be charged. This will be returned following your rental, after we verify that all of the rules were followed and the area was returned to the way it was prior to your rental.

School bus safety is a high priority in Pennsylvania. Students, parents, teachers, administrators, transportation providers and the motoring public all play important roles in keeping our youth safe while on or around the school bus. When you meet a stopped school bus with red signal lights flashing and stop arm activated, you MUST STOP. When you approach an intersection where a school bus is stopped with red signal lights flashing and stop arm activated, you MUST STOP, whether you are on the same street or the cross street. Drivers MUST STOP at least 10 feet away from the school bus. Drivers do not have to stop on a highway with clearly defined dividing sections or physical barriers providing separate roadways. The troopers of the Pennsylvania State Police Troop F put their lives on the line each day to keep us safe. To best serve our community, they requested if someone witnesses criminal activity in Loyalsock Township to call them directly, instead of the township office. To take care of issues in an effective and timely manner, they need eyewitness information. Second- and third-hand information can be altered from person to person. Receiving the most accurate information is key to solving problems happening in our neighborhoods. The Montoursville barracks, 899 Cherry St., can be reached at 570-368-5700. Please dial 911 for emergencies. Residents can also download the "See Something Send Something" app on their smartphones to submit anonymous tips.

Loyalsock Township invites all civic groups, youth organizations, special interest groups/clubs, church groups, local businesses, and interested area citizens to participate in this year's Holiday Parade! The Loyalsock Township Recreation Department and the Loyalsock Volunteer Fire Company have teamed up again this year to organize the parade. We would love to see all of you participate! Parade forms at 12:30 pm and moves out at 1:30 pm from the Loyalsock Township Middle School. The parade begins at 1:30 pm at the Loyalsock Township Middle School, then turns left on to Loyalsock Drive, right on to Richards Avenue, left on to Lincoln Drive, right on to Westminster Drive, right on to Sheridan Street, right on to Northway Road, and end back at the Loyalsock Township Middle School. For safety reasons, we ask that nothing be thrown from moving vehicles. You may provide a "walker" to hand items out to spectators. Sally Short's 21st Annual Holiday in the Park James Short Park lights up on December 5 at 5:30 pm The event is from 5:30 pm to 7:30 pm The park will be illuminated from December 5 - January 1
The Sally Short Holiday in the Park kicks off at 5:30 pm on December 5 at James Short Park for the initial illumination. The festivities will continue until 7:30 pm. Bring the whole family on a free wagon ride through the park to experience the beauty of this winter wonderland. There will be a guest appearance by Santa Claus and refreshments will be available for purchase. All proceeds will support next year’s park lighting event. The visionaries for this event were Erdean and Fred White. They collaborated with Loyalsock Township and local volunteers to create this seasonal experience. An endowment left by Sally Short was used to fund the first year. Thank you to the donors, volunteers, and staff members that make this Christmas tradition possible! LOYALSOCK CENTER FOR HEALTHY AGING The STEP Loyalsock Center for Healthy Aging is open for dine-in meals Monday - Friday offering a hot lunch or lighter fare option. Lunch orders must be submitted 48 hours in advance. Menu options and a schedule of activities can be found on the STEP Office of Aging Facebook page. Exercise programs are being offered which include Tai Chi for Arthritis, Zumba Gold, and Healthy Steps in Motion. Stop in for a cup of coffee and conversation or take part in our programs. We offer Make and Take Ceramics, Tech Savvy, Cards, Color and Design, and Fibre Arts (crochet, knit, quilt, needlepoint, etc). Volunteer opportunities are available for those groups or individuals interested in delivering Meals-on-Wheels. Free Walking Program The Loyalsock Recreation Department offers a free walking program for people ages 18 and over at the Loyalsock Recreation Center Gym at 1607 Four Mile Drive. You can walk for free between 10 am and 12 pm Monday - Friday year round. Walking is done around the perimeter of the gym. Gym shoes are required. ADULT BASKETBALL OPEN GYM Improve your cardiovascular health and make some new friends at the open gym program. Adults 30 and older are invited to come out for open basketball in the Loyalsock Recreation Center Gym located at 1607 Four Mile Drive. The program is held on Sunday evenings from 7:00 pm - 9:00 pm from September 6, 2026 through April 25, 2027. The cost is $35.00 for Loyalsock residents and $45.00 for non-residents. To register for the program you must fill out a form and submit your payment prior to the Sunday you wish to start to play. Forms are available on our website at loyalsocktownshipbos.com or at the Recreation Department. LOYALSOCK TOWNSHIP'S "THEATRE FOR SENIORS" IS FOR SENIORS AGE 55 AND OVER ONLY. A SENIOR MAY BE ACCOMPANIED BY ANOTHER ADULT IF THEY REQUIRE ASSISTANCE. NO CHILDREN ARE PERMITTED AT THESE SHOWS. Performances are at the Community Theatre League in the Trade & Transit Building, 100 West Third Street. The lobby will open approximately 1 hour before the performance, but the seating area will open 30 minutes prior to the performance. For reservations, call the township office at 570-323-6151 by noon of the Friday before the show. When making reservations, please be sure to let us know if you need space for a wheelchair as the theater has a limited number of spaces available.
