MULCH LOADING Township residents with a key card can load mulch themselves at any time during normal mulch pile hours. The township does load mulch for a fee (when crew is available), but only during the following times: from June 1 to September 2, Tuesdays and Thursdays at 6:15am and 2:00pm; all other dates, Tuesdays and Thursdays 7:15am and 2:30pm. By appointment only. Please call by at least the day before you wish to be loaded to schedule your time. If you want to be loaded during the morning you must also come in the day before to pay as you will need a receipt to be loaded and the office does not open until 7:30am. MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has installed a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website – click on Publications, then Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. There is also a $10.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under Recycling, click on Mulch Area, and then click on Rules/Regulations for Key Cards. If you see anyone breaking the rules, please get the following information if possible: their license plate number, the make/model of car, and the time of the incident, and report it to the Township Office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the Township crew. Periodically the mulch/recycling area is posted “CLOSED”. The grinder is at the mulch pile as needed throughout the year, and for safety reasons we have to close the area to the public. We will try to keep our facebook page updated when this happens, but are unable to provide any other prior notice. We are sorry for any inconvenience this may cause. Always scan your key card when going through the security gate.
Lycoming County handles recycling. Call the Recycling Hotline at 1-800-736-7559, or go to the county website at www.lyco.org under departments and click on Resource Management Services for more information. For information on single stream recycling go to www.oneforallsinglestream.com
FIRST OFFENSE: Deactivation of key card and suspension of all usage privileges for 30 days. Key card and privilege reinstatement is available after 30 days at the Township Office by paying a $35 reinstatement fee. SECOND OFFENSE: Deactivation of key card and suspension of all usage privileges for 90 days. Key card and privilege reinstatement is available after 90 days at the Township Office by paying a $35 reinstatement fee. THIRD OFFENSE: Permanent deactivation of key card and suspension of all usage privileges. Residents may request reinstatement of key card privileges after one (1) year by requesting an appeal before the Township Board of Supervisors. Any fees associated with violations and reinstatement can be imposed if approved. Note that all residents and businesses are responsible for their key cards. Misuse by other parties is not a valid excuse for violations. Any resident or business found within the gated area of the mulch pile without valid key card privileges may be prosecuted for criminal trespass.

MULCH KEY CARD VIOLATIONS DEACTIVATION OF KEY CARDS
KEY CARD RENEWAL The mulch/recycling area key cards must be renewed yearly. Please do not throw your card away. The $5 fee is to renew or reactivate your current card. We will start taking the $5 renewal fee (cash or check) on December 1, 2024. Any card that has not been renewed by January 13, 2025, will be deactivated, no matter what date they were acquired. It is not necessary to pay the renewal fee between December 1 and January 13. You can pay the fee at any time after that and your card will be reactivated (unless deactivation was due to a violation of the rules). Renewal fees can be paid at, or mailed to, the township office at 2501 East Third Street, Williamsport. If you mail your payment (check only) please make sure to include your key card number, and allow time for processing before using your card.

Violators will be prosecuted according to Loyalsock Township Code Sections 105-6, 180-5,180-6, 180-30 and others that may apply. Violations may result in fines up to $1,000.00 per violation and/or deactivation of key card. RULES FOR USE 1. DO NOT LEAVE PLASTIC OR ANY KIND OF BAGS OR CONTAINERS. 2. This area is reserved for Loyalsock Township based Businesses and Residents only. 3. Recyclable Items: trees & trimmings (NO stumps, and trees must be 20” or less in diameter and should be cut to 6 feet in length or less), brush & shrubs, garden plantings, grass clippings, and leaves. 4. All other items are Prohibited (including construction debris). 5. Township based Businesses must register at the Township Office. Registrations run from January thru December and must renew annually. Contact the Township Office at 570-323-6151. 6. Mulch & leaves must be loaded by hand unless you make arrangements with the Township Office at 570-323-6151. 7. Do Not block the road when loading or unloading. 8. Do Not disturb Township equipment or materials.

Residents without off-street parking and have received an exemption should follow this schedule: EVEN-NUMBERED DAYS - Parking is permitted on the side of the street with even-numbered houses. ODD-NUMBERED DAYS - Parking is permitted on the side of he street with odd-numbered houses. KEEPING WINTER SIDEWALKS SAFE The Township ordinance section 185-1 requires that the public sidewalks in all zoning districts be cleared of snow, sleet, or ice within 24 hours after the precipitation stops falling. All residential and commercial business owners are responsible for having any sidewalks abutting their properties cleared of winter precipitation and safely open to pedestrian foot traffic. A corner lot owner would be required to clear the sidewalks all the way to the public street on both sides of their property. When shoveling, snow blowing, or plowing, please remember to keep the snow on your own property as it is a violation of the code to place snow into the public street. Township officials monitor the sidewalks after each snow event and follow up on properties that have not cleared their sidewalks. Repeat violators of this section of the sidewalk ordinance subject themselves to a $25 citation. If you have a fire hydrant in front of your property, please keep it free from snow. This will help you and your neighbors if an emergency should occur and others who traverse our township neighborhoods.
The photo to the right is a section of Bull Run near Reed Street in Loyalsock Township. The Township's Public Works Department is completing this stormwater improvement project as part of our MS4 Program where we are required to complete new stormwater facilities to improve water quality to the Chesapeake Bay. This project diverts stormwater from Reed Street into a wooded area where it filters its way through a wetland before being discharged into Bull Run. This project removes sediment, improves water quality, and reduces the amount of runoff from our municipal storm sewer system. The project is being completed by Township forces to save our taxpayer's money, and the Lycoming County Commissioners have granted Loyalsock Township $60,000 of funding through their CAP Program to help complete the project.

PARKING IN THE STREET WHEN IT SNOWS Loyalsock Township does have an Ordinance in place regarding parking in the streets during snow events. This ordinance temporarily regulates parking in the public streets following the accumulation of ice or snow of two (2) inches or greater in depth. Residents who live on township streets that have driveways or off-street parking are not to park their vehicles on the street when the snow or ice is greater than two (2) inches until the township plow trucks have cleared the full width of the street (both sides). If it is demonstrated that a property owner does not have a driveway or off-street parking, an exemption may be made at the discretion of a township official. Those affected residents must then adhere to the odd/even parking on the street schedule. DO NOT PARK IN THE STREET IF YOU HAVEN'T CONTACTED THE TOWNSHIP OFFICE FOR AN EXEMPTION. Township officials have issued warning notices for first-time offenders of the ordinance. Their vehicle's information including license plate numbers are documented for future reference. The penalty for violating this ordinance is a $25 citation. The citation must be paid within 10 days to avoid further legal action. Whenever a motor vehicle requires towing, the Township is authorized to tow the vehicle at the reasonable expense of the owner. The purpose of this ordinance is for your safety and to better serve the township by allowing us to clear the streets. Thank you in advance for your cooperation and understanding.
SNOW AND ICE - STORMWATER MANAGEMENT Stormwater is a year-round concern. Most of us are well aware of stormwater issues when we experience torrential downpours or hurricane-like weather conditions. We need to be mindful of stormwater in the winter too. Excess salt and other deicing chemicals can harm aquatic life in our waterways and impact drinking water supplies. Standing and flowing water on the ground can pick up all kinds of debris and pollutants that will find their way into nearby waterways. Here are a few stormwater practices that will help us protect our environment: Shovel snow early. Shovel the snow before it turns to ice which limits the need for deicing chemicals. Pile the snow in a pervious area (surface that absorbs water). The melting snow will have less impact on our waterways and the height of streams when it can infiltrate into the ground. When placing the snow on a pervious area, the ground underneath is only able to absorb so much water at a time. Rather than putting it all in one high pile, make the piles low and long. Using deicing products. The Dept. of Environmental Protection has listed deicing material alternatives: Sodium Chloride - low cost and moderately effective at temps between 15o - 25o. Calcium Chloride - melts at temps below 25o and if used as recommended will not harm vegetation. Magnesium Chloride - lowest practical temp is 5o and if used as recommended will not harm vegetation. Calcium Magnesium Acetate - will work below 0o and has low toxicity and is biodegradable. Sweep up any excess chemical material after every storm.

According to the calendar winter officially arrives on December 21, but how do they know? Some claim there are ways we can tell in advance what kind of winter we will have. Many of us look for special signs, and we are pretty confident with those signs because we look for them every year. Just in case you don't know what to look for, please see these illustrations:
Please remember to get the necessary permits (building and/or zoning) BEFORE you start a project! At times a property owner has done work on their property and failed for whatever reason to secure the required permits prior to doing the work. If work is done without a permit, and one is required, you will pay additional penalty fees along with the standard permit fee. You will also be required to expose any work which was done for inspection, and replace any work which does not meet current code. We are here to help. Township Leaf Collection Policy Curbed Streets: Leaves are vacuumed from township streets with curbs. Private roads are excluded. Non-Curbed Areas: Bag your leaves and call the Township Office at (570) 323-6151 for pickup. Collection Guidelines for Curbed Streets: Rake leaves (unbagged) to the curb a day or two before your scheduled collection. Leave a 6-12 inch gap between the curb and the leaves to allow water flow to storm drains and avoid obstructing traffic. Prohibited Items: Do not include grass clippings, flowers, vegetable garden residue, or branches with your leaves. These can damage the leaf vacuum and delay collection. Parking: Avoid parking on the street during pickup times to make leaf collection faster and easier. Mulch Pile: Residents with mulch key cards can bring leaves to the mulch pile. Bagged leaves must be removed from bags at the mulch pile. Bags cannot be left at the site. Hours: Open daily from 8 am to dusk before November 11. After November 11, open Monday - Saturday 8 am to 4 pm. Leaf Collection Schedule: The crew will follow the established schedule strictly. They may drive through neighborhoods not scheduled for that day without stopping to pick up leaves. Weather permitting, the crew will return to collect remaining leaves after the scheduled pickups. We appreciate your cooperation and understanding as we work to serve you during our annual leaf collection program. Please keep the collection schedule handy for reference.

Township Snow Removal Update As we prepare for the snow season, here are some important things to keep in mind: Snow Plowing Priorities: Before winter starts, we create a detailed map showing which areas each plow operator will cover. We prioritize roads based on factors like school bus routes, traffic levels, hills, emergency routes, and road surfaces. Cul-de-sacs are typically plowed last using a heavy-duty pickup or a backhoe. Plows On The Move: If you see a truck driving with its plow raised, don't worry - it might be refueling or heading to another area. Remember, we don't handle all roads. In the township some are state or private roads that we don't maintain. Keep Snow Off The Road: Please do not push or blow snow from your property onto the road. This creates dangerous conditions for drivers and is against township regulations. Clearing Your Driveway: It's best to wait until the road has been plowed before clearing the end of your driveway. It is inevitable that snow plows will push snow back into driveway entrances. If you can't wait, see the tips provided in the drawing below on how to reduce the amount of snow that ends up at the end of your driveway. Mailbox Safety: Make sure your mailbox is sturdy and can handle heavy snow being pushed against it. The township is not responsible for repairing or replacing mailboxes damaged by the snow. Patience During Severe Storms: Our crew is dedicated to clearing the 68 miles of township roads as quickly as possible. Together we can make this snow season safe and successful! Park Off-Street: Whenever possible, park your vehicles off the street during snow events to help our plows clear the roads more effectively. Keep Fire Hydrants Clear Of Snow: Remove snow and ice from the hydrant. Clear an area approximately 3 feet around the hydrant. Clear a path from the hydrant to the street. Help Your Neighbors: Consider helping elderly or disabled neighbors with snow removal. A little community effort goes a long way! Thank you for your cooperation and stay safe this winter!

EVOLUTION OF A TOWNSHIP (Continued from August 2024 newsletter) EVOLUTION OF A MODERN RESIDENTIAL TOWNSHIP – LOYALSOCK As the township grew and the different pockets of population appeared, so did the parishes. Serving the Faxon-Kenmar Methodist Church located at Sheridan Street and Clayton Avenue. The Roman Catholic parishioners are served by St. Ann's Roman Catholic Church on the corner of Northway Road and Sheridan Streets. These two have the largest congregations and serve the largest areas of population. Other churches include the Emmanuel Lutheran Church on Northway Road; Northway Presbyterian Church, Northway Road; First Friends, Tinsman Avenue; Emmanuel Baptist, Four Mile Drive; Bethel Methodist, Warrensville Road; Free Methodist, Northway Road and Four Mile Drive; Eagle United Methodist, Bloomingrove Road; and Heshbon United Methodist, Heshbon Road in the Lycoming Creek area of the township. The township is also fortunate in its service clubs that contribute invaluable volunteer activities to the well-being of the community. The Loyalsock Township Lions Club was instrumental in the conception of the Black Canyon Recreational Area. The Kiwanis Service organization has been the force behind athletic-sponsored programs, including an invitational girls' basketball tournament. Many other contributions, not always made public, can be attributed to these fine organizations. The obligation of maintaining the welfare of the populace has historically, in American history, been the responsibility of the government which, as in other areas, has met the needs of its citizens. The institution of township government, growing with the increase in population expansion, had a small administrative force at the conception of the township in 1786. Now the organ of governmental control, as mandated by the state constitution, lies with the five-man board of administrative supervisors. Other governmental officers include three auditors, an assessor, a tax collector and a solicitor. The individuals holding these offices include: supervisors, Frederic M. Plankenhorn, chairman; Bruce E. Henry, secretary; George D. Golden, William C. Reighard, and Donald E. Schick. Auditors are Harold Mulliner, Jack Bender, and Robert L. Bassler. The assessor is Mrs. Margaret Harer, tax collector is John P. Nittinger, and the solicitor is Lester Greevy.

All tax bills for 2024 have been mailed. If you did not receive Real Estate tax bills on your property, please contact my office immediately. The County and Township bills were mailed in March, and the School Real Estate bills were mailed in July. If you purchased a home this year and are not sure if taxes were paid at the closing, please contact my office. Regular office hours are Monday and Wednesday from 9:00 am to 5:00 pm. In the slower fall months there are exceptions, closed days, and times I am out of town for State Conventions, so please read the information included on and with your tax bill or call the office and listen to the recording for current hours. We will be closed November 25 thru December 6, 2024. This office closes for traditional holidays and when the Loyalsock Schools close for inclement weather. For your convenience you may always leave your check and tax bill in the locked drop-box at the office. Last day to pay any bill in person is Wednesday, December 18, 2024. Last day to mail or leave at the office in the drop-box is December 31, 2024. Please adhere to this deadline. By state law I settle all accounts early January 2025 and all unpaid bills will be turned over to the County Tax Claim Office. As always, should you require special assistance I will be happy to make an appointment if you call before December 13, 2024. 2025 tax rates for the County and Township will be set by December 31, 2024, and rates for the School District will be set by June 30, 2025. These are reported in the local newspapers, and also, usually, on the radio. I also update tax information in each edition of the Township newsletter so please read the articles regularly and carefully. I try to keep you informed of upcoming events regarding taxes. Changes to mailing addresses on tax bills are handled through the Lycoming County Assessment Office at 570-327-2301. Please call if your mailing address has changed. If you are headed out of the area for the winter, and returning AFTER the first week of March 2025, sign up for “Temporarily Away” at the Post Office and your tax bill will forward to you rather than return to me. Remember, if you do not receive your tax bill, contact my office so we may send another one to your home when you return. Failure to receive a tax bill does not eliminate the tax or change any due dates. Beginning July 1, 2007, a new state law required School Districts to allow taxpayers registered in the Homestead Program to pay the School Real Estate tax bill in 3 equal installments starting in July. Over 200 people (about 4%) took advantage of this payment plan. This allows you to make payments at the FACE amount of the tax. The last installment payment (#3) is due by November 30, 2024. My office is open Monday and Wednesday through November 22nd and then closed for vacation and the Thanksgiving holidays, reopening Monday, December 9th. Postmark and drop box count for on time payment for the November deadline. Business Packets containing Business License renewals, Local Service Tax (LST), and Business Privilege Tax forms will be mailed out the first week of January 2025. "CHECK YOUR CHECK" The last tax cycle set a record - not only for tax bills paid - but problems with checks as presented! There were checks not filled in, not signed, and not dated. There were checks with the wrong day, wrong month, and even wrong year! There were checks written for the penalty amount during the discount period, incorrect addition, or paying too much! There were checks that could not be read due to penmanship, and of course, just regular errors in the written line. I visited over 40 homes in person trying to get these problems corrected with a new check so your taxes would be paid on time. I did call many people asking them to return to my office. I ask for your phone number on the check in the event there is a problem and I need to locate you! Checks that do not clear, for any reason, will count as your taxes NOT PAID, even if a receipt has been issued. The fee for checks returned from the bank for any reason is $35.00. Please take your time, write clearly, and double check your check! It helps us both!!! KIDS' INDOOR SOCCER PROGRAM This program is designed for both kids who would like to try soccer for the first time and for kids who want to brush up on their skills. ADULT OPEN GYM Improve you cardiovascular health and make some new friends at the open gym program. Adults 30 and older are invited to come out for open basketball in the Loyalsock Recreation Center Gym located at 1607 Four Mile Drive. The program is held on Sunday evenings from 7:00pm – 9:00pm from September 8 2024 through April 27, 2025. The cost is $35.00 for Loyalsock residents and $45.00 for non-residents. To register for the program you must fill out a form and submit your payment prior to the Sunday you wish to start to play. FREE WALKING PROGRAM The Loyalsock Recreation Department offers a free walking program for people ages 18 and over at the Loyalsock Recreation Center Gym at 1607 Four Mile Drive. You can walk for free between 10am and 11am Monday - Friday year round. Walking is done around the perimeter of the gym. Gym shoes are required. Loyalsock Township is getting into the holiday spirit this year by preparing for the 19th Annual "Sally Short's Holiday in the Park". Sally Short was the wife of James Short, who was the chairman of the Recreation Board for many years. This program was created in honor of Sally because of the many contributions she gave to Loyalsock Township. As highlighted above Sally Short's Holiday in the Park will involve the illumination of James Short Park for the holiday season. The park will be illuminated each night for the public to view from December 7th - January 1st. The initial lighting will take place December 7th along with the arrival of Santa Claus and holiday music. We will also have free wagon rides through the park to view the lights. The event will be held from 5:30pm - 7:00pm, with the initial lighting at 5:30pm. Refreshments will be available for purchase and all proceeds will directly support next year's event. Bring the whole family out for a true holiday celebration. *Additional parking is available at the Recreation Center, 1607 Four Mile Drive. LOYALSOCK CENTER FOR HEALTHY AGING The STEP Loyalsock Center for Healthy Aging is open for dine-in meals Monday through Friday offering a lunchtime hot or lighter fare option. Menu options and a schedule of activities can be found on the STEP Office of Aging Facebook page. (https://www.facebook.com/STEPOfficeOfAging/). Exercise programs are being offered which include Tai Chi for Arthritis, Zumba Gold, and Healthy Steps in Motion. Stop in for a cup of coffee and conversation or take part in our programs such as Make and Take Ceramics, Tech Savvy, Cards, Color and Design, and Fibre Arts (crochet, knit, quilt, needlepoint, etc). Volunteer opportunities are available for those groups or individuals interested in delivering Meals-on-Wheels. We would like to invite all civic groups, youth organizations, special interest groups/clubs, church groups, local businesses, and interested area citizens to participate in this year's Holiday Parade! The Loyalsock Township Recreation Department and the Loyalsock Volunteer Fire Company have teamed up again this year to organize the parade. We would love to see all of you participate. Parade forms at 12:30 and moves out at 1:30 from the Loyalsock Township Middle School. LOYALSOCK RECREATION CENTER GYM & COMMUNITY ROOM RENTALS The Loyalsock Recreation Center Gym and Community Room are both located at 1607 Four Mile Drive and both are available for rentals. The gym and community room can be rented for parties, meetings, special events, etc., and the gym can also be rented for sports use. Political events are not permitted. If you are interested in renting either of these spaces, please contact the Recreation Department at 570-567-7525. The prices are listed below. A security deposit equal to the amount of your rental fee (up to $100) will also be charged. This will be returned following your rental, after we verify that all of the rules were followed and the area was returned to the way it was prior to your rental. 2025 SUMMER EMPLOYMENT Loyalsock Township may be hiring summer help for the following positions. Priority is given to employees who worked in 2024. The number of openings will depend on how many staff members from last season plan on returning next year. Employment applications are available at the Recreation Department. We would like to remind dog park users that your dog(s) must be on a leash at all times when outside of the fenced-in area; children under the age of 12 are not permitted in the fenced-in areas for safety reasons; and your dog(s) must be registered with the Recreation Department for a fee of $1/dog, and wearing the tag that will be issued whenever they are in the dog park.

Attention all residents who have untangled holiday lights, made sure all the lights work, hung the lights, and then figured out why some lights went out after they were hung. Loyalsock Township has a fun house decorating contest. Seeing holiday lights not only brightens our neighborhoods, it also brightens our spirits. Everyone has their own style of decorating and there is a category for each style. Last year awards and prizes were given to residents whose homes are in these categories: The TRADITIONAL entry is for those who like every bulb and decoration just so, The MOST CHRISTMAS SPIRIT entry is for those who feel like the more lights and decorations the merrier, The MOST UNIQUE entry is pretty self explanatory, and the newest category added last year per the judges request, The BEST NEW ADDITION. Many local businesses participate with very nice donations for the winners. This is your chance to shine and be involved in some friendly, fun competition while brightening up the community. All entries must be received by Friday, December 6th. Judging will be held on Friday, December 13th from 6-8pm. At the time of this printing the 1st and 2nd place winners in the Traditional and Most Christmas Spirit categories will receive, in addition to their prize, a lawn sign (donated by 21st Century Signs) declaring their home the winner.

WNEP meterologist, Joe Snedeker, along with Newswatch 16 anchor, Chelsea Strub, made a stop at the Loyalsock Township Community Pool in July for a live broadcast as part of Snedeker's annual charity bike ride to benefit St. Joseph's Center. The Loyalsock Township community joined in on the fun and helped support this worthy cause. Thank you to all who helped and to those who came out and gave "Go Joe" a warm Loyalsock Township welcome.

PROJECT LIFESAVER Are you concerned about a loved one who suffers cognitive challenges which may cause him/her to wander becoming lost? Loyalsock Volunteer Fire Company #1 partners with Project Lifesaver International to protect individuals with this type of life-threatening behavior. The monitoring system is simple. An at-risk individual wears a bracelet that emits a personalized radio frequency signal that can be tracked. This signal can penetrate buildings and is minimally affected by weather conditions helping to track the person. The "bracelet" requires monthly checks. There is no cost involved. Should the individual become lost, a call to 911 by families notifies the fire company of a missing person. Typically, the search begins where the individual was last seen. Using a specialized device, the radio signal is tracked assisting the firefighters in locating the person. What once took rescue teams hours to days to locate a missing person now on average takes 30 minutes. Since Project Lifesaver is a National compatible program dedicated to protecting at risk individuals, public safety departments throughout the US support each other making the monitoring possible even if the individual is traveling outside his/her home area.
