Proctor and Hermantown Early Learning partners with all caregivers to provide the best start for every child and caregiver through a continuum of services. Each child's educational journey is unique to them, and caregivers alongside licensed educators will prepare them to become successful learners. Early Childhood Census A district database of all families with children 0 - 4 years old living in the Proctor School District or the Hermantown School District. Receive future information regarding early learning, special events, and kindergarten enrollment. Early Childhood Family Education (ECFE) Unique to Minnesota, ECFE classes provide opportunities for children and caregivers to grow together. Parent education is included in all classes, and either takes place separate from your children or together, depending on age and family choice. ECFE classes are offered from birth to 5 years, with many options to fit your schedule! Early Childhood Screening A quick and simple check of how your child is growing and developing. The best time to screen is between a child's third and fourth birthday. Preschool Classes Classes are designed to nurture and expand your child's next step in their educational development. We offer a variety of schedules to meet the needs of our families. Additional wrap around care services are available. Parent Education Parent education is a component of all our ECFE classes. Our licensed Parent Educator helps facilitate discussions and topics specific to the age of your child while also providing information about community resources. Early Learning teachers and staff who make a difference in the lives of each district's youngest learners. Proctor and Hermantown Early Learning teachers are licensed educators by the Minnesota Department of Education and have extensive knowledge of essential learnings to support successful learners in the preschool environment. All our educators and staff, ECFE and Preschool, participate in professional learning communities and/or staff developmental throughout the year to create a more engaging learning environment and serve young children in the areas of high-quality instruction, assessment, and social-emotional development. Our Minnesota Department of Education licensed administration participates alongside all staff learning opportunities to ensure we are meeting students where they are at and creating successful learners. Individualization learning that allows each child to be their unique self. Proctor and Hermantown Early Learning celebrates this uniqueness and strives to support children by meeting their needs currently and in the future. Our staff differentiates and enriches curriculum and instruction to engage and challenge children at individual learning levels. Parents are seen as partners within the school setting to help set each child up for greater success. Parents are their child’s greatest teachers, and we value the classroom-to-home connection. Parents will be continuously engaged in their child’s learning through the use of an educational-based app that provides real-time updates regarding their child’s learning, including parent-teacher communication. In addition, parents are invited to serve on the Early Learning Parent Advisory Council to enhance programming wants and needs by strengthening community outreach. Parent Aware helps parents identify early education programs that implement best practices in preparing children to become successful learners. Attributes of a Four-Star Program (highest rating) include facilitating ongoing assessment of a child’s progress and continually adapting lesson plans and goals to meet individual student needs.

CENSUS
The Early Learning Birth through Age 4 census is the first time you will engage with your school district regarding your child's educational journey. By letting us know about the birth of your child or that you're new to the district helps us set your family up for success starting now. It is our top priority to support all families residing in our districts and creating successful learners. Each family is welcome to participate in our early learning programs or events in a way that fits the needs of their family. We understand there is not a one size fits all model, and we are here for you. By placing your child on the early learning census, we are able to provide you with learning and enrichment opportunities available to your family beginning at the birth of your child, including Early Childhood Screening which is required prior to kindergarten entrance.

After I enter my child(ren) on the census, what will happen next?
0-4 YEAR OLD CENSUS
Parents and/or caregivers and children attend either a portion or all class together. Professional, licensed early childhood parent educators and/or teachers lead every class. Each class is one to one and half hours long and includes an age-appropriate mix of parent discussion, parent-child activities, and children's learning/play time. Classes meet quarterly throughout the school year. You can join classes at the start of each quarter, if you wish to start sooner, contact our office. Class sizes vary, but all groups max out at 10 children to keep classes small and intimate. We offer sibling care for children who are at least six weeks old while you attend class with another child.
Proctor Hermantown Early Learning
Early Childhood Family Education (ECFE) is for families with children from birth to kindergarten entrance, and it is a nationally-celebrated, school district-based parenting education program. Participating in ECFE helps you form relationships with other district families and introduces you to our district's learning experts and resources. It also engages your child in fun, age-appropriate learn and play activities.

Every family with a baby birth through 24 months is eligible for a baby basket courtesy of Proctor Hermantown Early Learning. During drop off, one of our licensed early learning specialist will connect with you and tell you about our services.

Children will use an inquiry-based approach that promotes active hands on learning, fostering understanding, critical thinking, problem solving, reflection, and communication. ECFE: MULTIAGE CLASSES
Step into learning with your night owl as they explore and grow. All children will have an opportunity to participate in learning activities, sensory play, social interaction, and build development skills with an early childhood teacher. Caregivers will explore and learn alongside their child directly in the room as a parent educator guides and helps you as needed. A light meal will be provided for the children.
Project-based learning while kickin' it with your child. Dads, grandpas, special male friends, etc. are welcome to participate and strengthen their relationship with their child through learning and play while discussing the importance of a postive male figure and the role it plays in children's lives. A light meal will be provided for the children.
Welcome to ECFE! This is the perfect space to meet other parents with infants, sing and read to your baby, share community resources, and talk about parenting during this incredible beginning. A licensed parent educator will lead discussions that include infant and maternal care. The questions never end during this incredible time in your child's development. Topics will vary week to week.
Melodies and Messy Art* (18 - 36 months or 36 - 60 months by September 1, 2025) Non-Separating
We'll bring the public library experience alive in our classroom as children explore books of every kind and spend time paging through their favorite stories. The early learning teacher will read a special story each week and engage young minds with purposeful and exploratory questions and an activity. Occasional special guests will visit the classroom to wow children and read the story of the day! Every child will leave with a different book per date, and all children may only participate one quarter per year.
Your busy toddler is ready to discover safe and age-appropriate activities; including art, music, circletime, and sensory play. When you separate, your child will continue exploring peer relationships with the guidance of a licensed early childhood teacher while parents gain knowledge and support from a licensed parent educator and other parents during discussion time. Topics will vary week to week and will be based on the input of the participants.
Independence, language development, problem-solving, and social skills are emerging during these ages. The classroom will foster all these developing skills, and you will value the parent discussion where you can learn, share, and appreciate this stage of your parenting journey. Topics will vary week to week about this important development stage of your child and how to continue supporting them.

Children are naturally curious. Through inquiry, children will use their senses to discover answers to questions they truly care about in our natural world, both living and non-living. Circle of Security (childcare available & recommended for families w/ children 0 - 36 months)
The Circle of Security Parenting Program is a quarterly (Q1 & Q3) class that uses decades of research to help parents develop and strengthen secure parent-child relationships. This intensive class teaches parents and caregivers to better understand the emotional needs of their children, how to support their child's ability to manage and improve self-esteem, and honor parents innate wisdom and desire for their child to be secure. Together, we will focus on learning how to both read your toddler's emotional needs and help them successfully manage these emotions. Babies 0-4 months may remain with their caregiver during class, all other children must attend childcare.
An 8 week book study facilitated for parents with young children, focusing on "How Eskimos Keep Their Babies Warm And Other Adventures in Parenting" by Mei-Ling Hopgood. Led by Assistant Director of Community Education, Roxy Olsen-Hurst, this study offers a supportive environment where parents can connect, discuss, and explore the challenges all parents face: bedtimes, potty training, feeding, teaching, and more. This book study will provide a global prospective on parenting while experimenting with tried and true methods from around the world that prove that there are many ways to be a good parent. Parents are responsible for purchasing the book. If you wish to particpate and purchasing the book is a financial barrier please contact our office so we may assist you. This class will take place during Quarters 2 and 4.

On The Same Page: Parent Book Study (childcare available)
A unique opportunity for caregivers to meet weekly with our licensed parent educator and other caregivers to discuss questions that pop up throughout the week about parenting and child development. Topics are solely lead by participants. All children attending must be able to ride in a stroller or baby carrier. During the winter months we will move into the Aspirus St. Luke's Sports and Event Center walking track.

POP-UP EVENTS
Early Learning hosts many pop-up events at minimal cost or free throughout the year to bring families from our communities together. This is an opportunity to spend quality time with your child(ren) participating in activities that are age-appropriate and joyous for children. We encourage all our families with young children to get out and explore the world through their eyes. Pop-Up events are also a great way for families to participate in early learning if an ECFE class is not feasible for your family. It's also a great time to check in with our early childhood experts and ask questions about our programs, parenting questions, and learn more about your child's development. All our events are planned by our early learning staff because we enjoy helping families grow, and we know how essential it is to strengthen the family bond. Each event is one night only.

What is screening, anyway? Screening is a quick check of your child’s development. It’s happening in a wide variety of early childhood settings these days—from doctor's offices to preschools to child care programs. Screening takes a snapshot of your child’s current skills and helps accurately identify children who may be at risk for delays. Why is it important for my child to be screened? Regular screening provides a fast and helpful look at how your child is doing in important areas like communication, social skills, motor skills, and problem-solving skills. Screening can identify your child’s strengths, uncover new milestones to celebrate, and reveal any areas where your child may need support. It helps you understand your child’s development and know what to look for next. And it helps you work with doctors and educators to plan next steps when it makes the most difference—your child’s critical first years of life. What happens before screening takes place? Prior to screening caregivers will complete a series of informational paperwork and ages and stages questionnaires (ASQ) so we are able to collect valid, reliable, and age-appropriate information from the expert on your child - you! There are two screeners in the ASQ family: ASQ-3 which looks at key areas of early development and ASQ:SE-2, which focuses on social-emotional development. What happens during screening? Your child will participate in a series of activities with licensed early childhood teacher without the presence of a caregiver, and then, you and your child will visit with the Assistant Director of Community Education to review your ASQ information and screening results to determine the next appropriate steps for your child developmentally. How old should my child be at screening? The best age to screen is at 3.5 years old.

Summer learning is an opportunity for students who will be entering kindergarten in the fall of 2025 who may need some extra time building skills in the area of social-emotional development to gain the confidence they need to prepare for the next step in education. Time will also be spent in the areas of literacy, math, science, etc. to boost student growth. Students will spend the majority of their day learning with and through nature to become successful learners.

Heggerty is a phonological awareness curriculum that we use daily in all our preschool classrooms, ages 3-5 years. Phonological awareness is extracting the sound structure of words and is an important and reliable predictor of later reading ability. Learning phonological awareness is one of the most important skills young children develop while learning to read.
Second Step is used within our classrooms to deliver high-quality self-regulation and social-emotional learning. Teaching children to appropriately interact with peers, solve problems cooperatively, learn to handle their emotions, and begin to understand the emotions of others are the most important skills for children to learn, and it sets them up for long-term learning success.
We are the only preschool integrated and aligned with Proctor Public Schools and Hermantown Community Schools.
Promote independence for kindergarten AND help with the transition Because we are part of each school district we are able to align our curriculum and share assessment data with our elementary schools. We serve children of all abilities. Our inclusive classrooms allow typical and special needs students to learn and grow together. All our classrooms welcome the early childhood special education teachers to teach alongside the general education teacher to ensure every students needs are being met. We support the whole family. Our ECFE (Early Childhood Family Education) teachers, parent educators, and preschool teachers work closely together to support the entire family and make it a positive experience.
Bridges in Mathematics is a play-based curriculum our teachers use daily to engage children through the use of contextual themes, games, stories, mysteries and intriguing problems, manipulatives, and visual models. It is also logically sequenced to allow for depth and focus as children progress in knowledge and skills. GOLD Assessment is an authentic and comprehensive assessment tool aligned with state and national standards. It is embedded into our daily instruction to monitor the growth and development of all learners. The assessment data informs teachers’ planning and instruction, and it aligns with the Early Childhood Indicators of Progress to evaluate preschoolers’ development and learning. Learning through guided play is heavily respected and guided within our classrooms by our teachers. All our teachers develop an intentional classroom environment so children are able to reinforce what they learn through play. Building upon their social-emotional skills through practice is an important part of their day, and children are provided ample opportunities to play with peers and interact with caring and devoted staff.

We offer multiple options for part-day preschool for ages 2 1/2, 3, and 4 year old at Proctor Hermantown Early Learning. Each part-day class is specifically designed to meet the age-appropriate social, emotional, and academic needs of each child through guided and free play, curriculum, and creative experiences. Daily play activities will encourage life skills, problem-solving, building friendships, cooperating, caring for others, curiosity, and responsibility.

PATHWAY I & II SCHOLARSHIPS
RailHawks Preschoolers participating in the Stepping Stones full day or RailHawks 4-year-old preschool programs will participate in the free breakfast and lunch program supplied through each school districts food service department. Be sure to note any food allergies or intolerance during the registration process.
PRESCHOOL TUITION SCALE
Pathway I & II scholarships are available to eligible children so they too may have access to high quality early learning programs. If your family income and household size is equivalent to or close to a level I or II be sure to ask for a Pathway scholarship application.
Families participaing in RailHawks Preschool pay tuition based on family income and household size. Please note, that proof of income is collected during classroom placement, and our early learning office applies the appropriate tuition level for each family upon acceptance into our program. Please note that tuition is prepaid monthly through an auto processing with our registration software, Eleyo. The first payment begins August 1, 2025 and concludes April 1, 2026. See page 23 regarding cancellation.
INTERVENTION
Home visting is a convenient and informative opportunity for day care providers and families. We send a licensed early childhood educator or parent educator to connect with you at your location or home to discuss child development. Day care providers who participate in our visiting program will get to experience a licensed educator do a mini lesson with your children, talk to you about about how you can prepare children to become successful learners while during the early stages, and provide ongoing support. Families living in one of our two districts may receive the support of a licensed early childhood educator or parent educator to guide them in their journey. EARLY LEARNING OUTREACH
We know children may require additional support from time-to-time or on a more consistent basis while they are learning in our classrooms. Children needing a boost in social-emotional skill development, literacy, and/or math, will work one-on-one or in small groups with a licensed early learning teacher to help students become successful learners.
Tracking your child's development during the earliest months and years of life is important. If you have questions or concerns, let us know. We are here to help! Proctor Public Schools and Hermantown Community Schools has early childhood specialists who can help you determine if early intervention is appropriate. The Minnesota Help Me Grow website will help you track your child's developmental milestones and allow you to make a referral if you have a concern. Your medical provider, child care provider, teacher, or yourself can make a referral at anytime. Both our school districts Special Education teams provide excellent services to children and families that are eligible for services. They work closely with you and your child, including our ECFE and Preschool teachers at our sites to create an inclusive environment.
OUTREACH
Cancellations & Refunds Full refunds are given when Proctor and Hermantown Early Learning cancels a course due to insufficient enrollment for which you are registered. We notify our families via email, so please be sure to have an updated email on file in Eleyo, our registration software. If you need to withdraw from a class, the request must be submitted via email to earlychildhood@isd700.org. Please be sure to include your child's name, name of the class, and the last day attending in the email. ECFE - all refund requests for tuition must be submitted 5 business days prior to the first day of class for a full refund, minus the $30 registration fee. No refunds are provided for missed classes or when a refund request is submitted less than 5 business days before the first day of class. Preschool - the registration fee is nonrefundable. Your first month tuition is also nonrefundable if you cancel registration after August 1, 2025. Tuition is due on the 1st of the month, beginning August 1, and is done electronically through Eleyo. A $20 late payment fee will be assessed for any payments that do not process or late payments. No refunds are given for missed classes or when you withdraw within the month.
