MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website – click on Publications, then Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. There is also a $10.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under Recycling, click on Mulch Area, and then click on Rules/Regulations for Key Cards. If you see anyone breaking the rules, please get the following information if possible: their license plate number, the make/model of car, and the time of the incident, and report it to the Township Office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the Township crew. Always scan your key card when going through the security gate. * Cardholders are required to update their key card registration whenever there is a change with their vehicle/trailer. Every vehicle that enters the mulch area is recorded on camera. When a violation occurs, camera footage is reviewed to determine who the violator is. You may use the form below to update your information and return it to our office. Thank you.

FIRST OFFENSE: Deactivation of key card and suspension of all usage privileges for 30 days. Key card and privilege reinstatement is available after 30 days at the Township Office by paying a $35 reinstatement fee. SECOND OFFENSE: Deactivation of key card and suspension of all usage privileges for 90 days. Key card and privilege reinstatement is available after 90 days at the Township Office by paying a $35 reinstatement fee. THIRD OFFENSE: Permanent deactivation of key card and suspension of all usage privileges. Residents may request reinstatement of key card privileges after one (1) year by requesting an appeal before the Township Board of Supervisors. Any fees associated with violations and reinstatement can be imposed if approved. Note that all residents and businesses are responsible for their key cards. Misuse by other parties is not a valid excuse for violations. Any resident or business found within the gated area of the mulch pile without valid key card privileges may be prosecuted for criminal trespass.
MULCH KEY CARD VIOLATIONS DEACTIVATION OF KEY CARDS
KEY CARD RENEWAL The mulch/recycling area key cards must be renewed yearly. Please do not throw your card away. The $5 fee is to renew or reactivate your current card. We will start taking the $5 renewal fee (cash or check) on December 1, 2025. Any card that has not been renewed by January 12, 2026, will be deactivated, no matter what date they were acquired. It is not necessary to pay the renewal fee between December 1 and January 12. You may pay the fee at any time after that and your card will be reactivated (unless deactivation was due to a violation of the rules). Renewal fees can be paid at, or mailed to, the township office at 2501 East Third Street, Williamsport. If you mail your payment (check only), please make sure to include your key card number and allow time for processing before using your card.
MULCH LOADING Township residents with a key card can load mulch themselves at any time during normal mulch pile hours. The township does load mulch for a fee (when crew is available), but only during the following times: from June 1 to September 2, Tuesdays and Thursdays at 6:15am and 2:00pm; all other dates, Tuesdays and Thursdays 7:15am and 2:30pm. By appointment only. Please call by at least the day before you wish to be loaded to schedule your time. If you want to be loaded during the morning you must also come in the day before to pay as you will need a receipt to be loaded and the office does not open until 7:30am. When you are issued any type of permit from the township, there are other documents that come with it. Please be sure to look at all the documents that are with the permit. These documents will provide information on the required inspections, plans, or other information which may need to be retained on site until the project is complete. There may also be other notes of interest for you or your contractor if you have one. Spending a short amount of time reviewing the documents will provide you with all the information you need and answer questions you may have about the project. Please note that when permits are issued, whether it is a zoning, driveway, or building permit, a final inspection is required prior to using the project. Either the permit applicant or the owner is required to call for the final inspection. There may also be other inspections before the final inspection, as is the case with building permits, so make sure you read all the paperwork that comes with the permit.

- Check nearby storm drains frequently to be sure they are not covered with fallen leaves and piled snow. - Start shoveling snow early. The more snow you remove, the less likely you will need to use salt products. If you must use salt, use it sparingly using the least amount necessary. Using more salt does not equal more melting snow. Follow product instructions and sweep up any excessive material remaining after the snow/ice melts. - Don't rinse your vehicle on the garage floor. Residue from road salt, oil, gas, and other road pollutants drip from your car while parked in the garage and then may end up in a storm drain when the garage floor is washed off. Try to use a commercial car wash where the wastewater is treated before it is released into the environment. - Be a responsible pet owner and pick up after your pet. If waste is not picked up routinely, when melting occurs there may be a considerable amount of waste that will find its way to a storm drain. - Be sure to winterize your rain barrel so it is ready for use in the spring. Winter freezing can crack and damage your rain barrel and fixtures. Store it in a place that is warm and dry. - Watch for areas that may have eroded on your property during snow melt and try to improve those areas in the spring by planting vegetation that will help to control the soil from eroding and decrease runoff.
WINTERTIME STORMWATER Many think that the runoff water that goes into our storm drains is treated before it flows into our local streams and river. The truth is that it is not treated. That is why you routinely see information printed in our newsletters as pollution from stormwater is a serious issue. With colder weather right around the corner, winter brings with it unique and significant pollution concerns. Because the ground will be frozen over the next few months, it acts like a hard surface similar to asphalt or concrete. It no longer has the ability to act like a natural filter. Pollutants accumulate in snow banks and ice all winter long. Once the snow melts, all the grime, grit, dirt, salt, and other pollutants are washed into our stormwater systems. Melting snow can also cause localized flooding. Noted below are some steps you can take to reduce the amount of potential pollution sources during the winter months.
MECHANICAL PERMITS - Please keep in mind that replacement heating systems: warm air furnaces or hot water boilers, do require a permit and inspections if the fuel type is changed, i.e. oil to gas, gas to geothermal, etc. Also, all replacement water heaters require a permit and inspections whether the fuel type has changed or not. Central air conditioning systems may or may not require a permit. It is best to call the township building department and inquire first.
talk about the weather Discussing the weather is something most of us do, almost daily. Sometimes we speak politely to make conversation and then there are times we talk about it with an unusual sense of pride. If the weather is really hot, we want to say how much hotter it is at our home. If the weather is really cold, we likewise want to say how much colder it is at our home. When you think about it, we especially like to say how deep the snow is at our home. If you have the hottest, coldest, or snowiest condition, you feel like a winner because you were able to top what the other said. But, as we get overheated cutting the grass on a hot day or must put an extra blanket on the bed because it is too cold, or better yet we must shovel deep, heavy snow that sense of pride disappears like Frosty The Snowman. The NOAA (National Oceanic & Atomspheric Administration) has weather history records dating as far back as 1895 for the Loyalsock/Williamsport area. They have recorded the coldest day as -20o on January 21, 1994; the hottest day as 106o on July 9, 1936; the rainiest year as 2011 (70.3inches); and the snowiest year as 1994 (77.3 inches). If you would like to take a trip down memory lane, go to the grocery store the day before a winter storm is in the forecast to get bread and milk. Those were the days. Times have changed, but talking about the weather hasn't.
KEEPING WINTER SIDEWALKS SAFE The Township ordinance section 185-1 requires that the public sidewalks in all zoning districts be cleared of snow, sleet, or ice within 24 hours after the precipitation stops falling. All residential and commercial business owners are responsible for having any sidewalks abutting their properties cleared of winter precipitation and safely open to pedestrian foot traffic. A corner lot owner would be required to clear the sidewalks all the way to the public street on both sides of their property. Following this ordinance ensures the safety of all who traverse our township neighborhoods. When shoveling, snow blowing, or plowing, please remember to keep the snow on your own property as it is a violation of the code to place snow into the public street. Township officials monitor the sidewalks after each snow event and follow up on properties that have not cleared their sidewalks. Repeat violators of this section of the sidewalk ordinance subject themselves to a $25 citation. If you have a fire hydrant in front of your property, please keep it free from snow. This will help first responders who provide assistance in emergency situations.
PARKING IN THE STREET WHEN IT SNOWS Loyalsock Township does have an Ordinance in place regarding parking in the streets during snow events. This ordinance temporarily regulates parking in the public streets following the accumulation of ice or snow of two (2) inches or greater in depth. Residents who live on township streets that have driveways or off-street parking are not to park their vehicles on the street when the snow or ice is greater than two (2) inches until the township plow trucks have cleared the full width of the street (both sides). If it is demonstrated that a property owner does not have a driveway or off-street parking, an exemption may be made at the discretion of a township official. Those affected residents must then adhere to the odd/even parking on the street schedule. DO NOT PARK IN THE STREET IF YOU HAVEN'T CONTACTED THE TOWNSHIP OFFICE FOR AN EXEMPTION. Township officials have issued warning notices for first-time offenders of the ordinance. Their vehicle's information including license plate numbers are documented for future reference. The penalty for violating this ordinance is a $25 citation. The citation must be paid within 10 days to avoid further legal action. Whenever a motor vehicle requires towing, the Township is authorized to tow the vehicle at the reasonable expense of the owner. The purpose of this ordinance is for your safety and to better serve the township by allowing us to clear the streets. Thank you in advance for your cooperation and understanding. Residents without off-street parking and have received an exemption should follow this schedule: EVEN-NUMBERED DAYS - Parking is permitted on the side of the street with even-numbered houses. ODD-NUMBERED DAYS - Parking is permitted on the side of the street with odd-numbered houses.
TIPS FOR SAFE SNOW SHOVELING * If you have any heart attack symptoms, like pain in your chest or shortness of breath, stop shoveling and call 911. * Shovel in shifts instead of all at once. * Take breaks and drink water to prevent dehydration. * Push snow instead of lifting it - if you must lift, bend your legs and not your back. * Avoid twisting motions that can stress your back. * If using a snowblower, follow all safety instructions and stay aware of others who may be nearby.

Township Leaf Collection Policy Curbed Streets: Leaves are vacuumed from township streets with curbs. Private roads are excluded. Non-Curbed Areas: Bag your leaves and call the Township Office at (570) 323-6151 for pickup. Collection Guidelines for Curbed Streets: Rake leaves (unbagged) to the curb a day or two before your scheduled collection. Leave a 6-12 inch gap between the curb and the leaves to allow water flow to storm drains and avoid obstructing traffic. Prohibited Items: Do not include grass clippings, flowers, vegetable garden residue, or branches with your leaves. These can damage the leaf vacuum and delay collection. Parking: Avoid parking on the street during pickup times to make leaf collection faster and easier. Mulch Pile: Residents with mulch key cards can bring leaves to the mulch pile. Bagged leaves must be removed from bags at the mulch pile. Bags cannot be left at the site. Hours: Open daily from 8 am to dusk before November 11. After November 11, open Monday - Saturday 8 am to 4 pm. Leaf Collection Schedule: The crew will follow the established schedule strictly. They may drive through neighborhoods not scheduled for that day without stopping to pick up leaves. Weather permitting, the crew will return to collect remaining leaves after the scheduled pickups. We appreciate your cooperation and understanding as we work to serve you during our annual leaf collection program. Please keep the collection schedule handy for reference.
Township Snow Removal Update As we prepare for the snow season, here are some important things to keep in mind: Snow Plowing Priorities: Before winter starts, we create a detailed map showing which areas each plow operator will cover. We prioritize roads based on factors like school bus routes, traffic levels, hills, emergency routes, and road surfaces. Cul-de-sacs are typically plowed last using a heavy-duty pickup or a backhoe. Plows On The Move: If you see a truck driving with its plow raised, don't worry - it might be refueling or heading to another area. Remember, we don't handle all roads. In the township some are state or private roads that we don't maintain. Keep Snow Off The Road: Please do not push or blow snow from your property onto the road. This creates dangerous conditions for drivers and is against township regulations. Clearing Your Driveway: It's best to wait until the road has been plowed before clearing the end of your driveway. It is inevitable that snow plows will push snow back into driveway entrances. If you can't wait, see the tips provided in the drawing below on how to reduce the amount of snow that ends up at the end of your driveway. Mailbox Safety: Make sure your mailbox is sturdy and can handle heavy snow being pushed against it. The township is not responsible for repairing or replacing mailboxes damaged by the snow. Patience During Severe Storms: Our crew is dedicated to clearing the 68 miles of township roads as quickly as possible. Together we can make this snow season safe and successful! Park Off-Street: Whenever possible, park your vehicles off the street during snow events to help our plows clear the roads more effectively. Keep Fire Hydrants Clear Of Snow: Remove snow and ice from the hydrant. Clear an area approximately 3 feet around the hydrant. Clear a path from the hydrant to the street. Help Your Neighbors: Consider helping elderly or disabled neighbors with snow removal. A little community effort goes a long way! Thank you for your cooperation and stay safe this winter!

All tax bills for 2025 have been mailed. If you did not receive Real Estate tax bills on your property, please contact my office immediately. The County and Township bills were mailed in March, and the School Real Estate bills were mailed in July. If you purchased a home this year and are not sure if taxes were paid at the closing, please contact my office. Regular office hours are Monday and Wednesday from 9:00 am to 5:00 pm. In the slower fall months there are exceptions, closed days, and times I am out of town for State Conventions, so please read the information included on and with your tax bill or call the office and listen to the recording for current hours. We will be closed November 20 thru December 7, 2025. This office closes for traditional holidays and when the Loyalsock Schools close for inclement weather. For your convenience you may always leave your check and tax bill in the locked drop-box at the office. Last day to pay any bill in person is Wednesday, December 17, 2025. Last day to mail or leave at the office in the drop-box is December 31, 2025. Please adhere to this deadline. By state law I settle all accounts early January 2026 and all unpaid bills will be turned over to the County Tax Claim Office. As always, should you require special assistance I will be happy to make an appointment if you call before December 13, 2025. 2026 tax rates for the County and Township will be set by December 31, 2025, and rates for the School District will be set by June 30, 2026. These are reported in the local newspapers, and also, usually, on the radio. I also update tax information in each edition of the Township newsletter so please read the articles regularly and carefully. I try to keep you informed of upcoming events regarding taxes. Changes to mailing addresses on tax bills are handled through the Lycoming County Assessment Office at 570-327-2301. Please call if your mailing address has changed. If you are headed out of the area for the winter, and returning AFTER the first week of March 2026, sign up for “Temporarily Away” at the Post Office and your tax bill will forward to you rather than return to me. Remember, if you do not receive your tax bill, contact my office so we may send another one to your home when you return. Failure to receive a tax bill does not eliminate the tax or change any due dates. Beginning July 1, 2007, a new state law required School Districts to allow taxpayers registered in the Homestead Program to pay the School Real Estate tax bill in 3 equal installments starting in July. Over 200 people (about 4%) took advantage of this payment plan. This allows you to make payments at the FACE amount of the tax. The last installment payment (#3) is due by November 30, 2025. Postmark and drop box count for on-time payment for the November deadline. Business Packets containing Business License renewals, Local Service Tax (LST), and Business Privilege Tax forms will be mailed out the first week of January 2026. "CHECK YOUR CHECK" The last tax cycle set another record - not only for tax bills paid - but problems with checks as presented! There were checks not filled in, not signed, and not dated. There were checks with the wrong day, wrong month, and even wrong year! There were checks written for the penalty amount during the discount period, incorrect addition, or paying too much! There were checks that could not be read due to penmanship, and of course, just regular errors in the written line. I visited over 30 homes in person trying to get these problems corrected with a new check so your taxes would be paid on time. I did call many people asking them to return to my office. I ask for your phone number on the check in the event there is a problem and I need to locate you! Checks that do not clear, for any reason, will count as your taxes NOT PAID, even if a receipt has been issued. The fee for checks returned from the bank for any reason is $35.00. Please take your time, write clearly, and double check your check! It helps us both!!! EVOLUTION OF A TOWNSHIP (Continued from August 2025 newsletter) EVOLUTION OF A MODERN RESIDENTIAL TOWNSHIP – LOYALSOCK Although most of the developed area in the township is residential with modest to expensive private homes, there is a large commercial segment, especially along the famous "Golden Strip". On the chilly day of April 1, 1963, two men pushed shovels into farm land and broke ground for the Loyal Plaza Shopping Center, a seventeen acre extravaganza, with parking for 1,200 cars, according to an article in the Citizen's Press of July 26, 1975. The article stated that the Loyal Plaza turned the quiet truck farm and residential area into a commercial bonanza. The site was developed by Murray Goodman from Allentown, who had an original dream to develop a 160,000 foot, one-stop shopping complex. The Loyal Plaza is just one of the shopping centers constructed along the more-than-one mile stretch on East Third Street. The "Golden Strip" contains forty percent of all the commercial establishments in Loyalsock Township. There are nearly fifty shops and other businesses, thirteen restaurants, four gas stations, four motels, theatre, and two banks where approximately 12,00 people are employed. "The Strip" has only sixteen remaining residents between Faxon Lumber Company and the Loyalsock Township building. Real estate, of course, has increased greatly in value, doubling and in some cases quadrupling in worth. For example, the land on which the Loyal Plaza was established, was originally purchased for $250,000. The value today is well over $1,000,000. Of the approximate $32 million in assessed property in Loyalsock Township more than ten percent is found on East Third Street. Approximately $25,000 in mercantile taxes are obtained from that area alone. And what about the people? According to an article by Richard W. Williamson in the November 27 1953 edition of the Grit, "The people of Loyalsock Township are just average American families, living comfortably and happily in a suburb that, for years, has been growing like the proverbial weed but which has not yet attained its full stature." How well this expresses Loyalsock Township 1976. Although the growth of the residential, industrial and commercial areas has been slowed by difficult, economic conditions, one has to be optimistic that the township will continue the path of evolution toward its full stature.

On December 6, 2025, James Short Park will be transformed into a beautiful Christmas wonderland. This all started with a vision that Erdean and Fred White shared. They put their thoughts into action and through much effort and teamwork with Loyalsock Township and various volunteers they were able to create this wonderful community event. The initial seed money for the program was taken from an endowment that was left to Loyalsock Township by Sally Short, wife of James Short, who was the chairman of the Recreation Board for many years. This program would not be possible without Erdean and Fred White's vision and dedication partnered with the initial seed money from Sally Short. They all had the spirit of giving and as a result the park lights up every season and joy fills the air. Sally Short's Holiday in the Park will involve the illumination of James Short Park for the holiday season. The park will be illuminated each night for the public to view from December 6 - January 1. The initial lighting will take place December 6th along with the arrival of Santa Claus and holiday music. We will also have free wagon rides through the park to view the lights. The event will be held from 5:30pm - 7:00pm, with the initial lighting at 5:30pm. Refreshments will be available for purchase and all proceeds will directly support next year's event. Loyalsock Center For Healthy Aging 1607 Four Mile Drive Dine-in meals - The STEP Loyalsock Center for Healthy Aging is open for dine-in meals Monday through Friday offering a lunchtime hot or lighter fare option. Exercise programs are also offered which include Tai Chi for Arthritis, Zumba Gold, and Healthy Steps in Motion. Loyalsock Recreation Center Gym 1607 Four Mile Drive Free Walking Program - The Loyalsock Recreation Department offers a free waking program for people ages 18 and over at the Loyalsock Recreation Center Gym. You can walk for free between 10am and 11am Monday-Friday year round. Walking is done around the perimeter of the gym. Gym shoes are required. Adult Open Gym - Improve your cardiovascular health and make some new friends at the open gym program. Adults 30 and older are invited to come out for open basketball at the Loyalsock Recreation Center Gym. The program is held on Sunday evenings from 7:00pm - 9:00pm from September 7, 2025 through April 26, 2026. The cost is $35 for Loyalsock residents and $45 for non-residents. Loyalsock Township would like to invite all civic groups, youth organizations, special interest groups/clubs, church groups, local businesses, and interested area citizens to participate and sing along in this year's Holiday Parade! The Loyalsock Township Recreation Department and the Loyalsock Volunteer Fire Company have teamed up again this year to organize the parade. We would love to see and hear all of you participate. Parade forms at 12:30 and moves out at 1:30 from the Loyalsock Township Middle School. FREE AT LAST DOG PARK Loyalsock's Free at Last Dog Park, which is located at the rear of 1607 Four Mile Drive, consists of separate fenced-in small and large dog areas. As a reminder dog park users must have your dog(s) on a leash at all times when outside of the fenced-in area. Children under the age of 12 are not permitted in the fenced-in areas for safety. Your dog(s) must be registered with the Recreation Department for a fee of $1/dog. A tag will be issued that all dogs must wear in the dog park. Loyalsock Township Board of Supervisors was pleased to donate this F150 truck that was used by the Parks and Recreation Department. The truck was donated to the Loyalsock Volunteer Fire Department to help reduce their costs as they continue to serve and protect our community. This truck has been changed over since and is now "Emergency Road Response Ready".

This past season our area had several instances of vehicles stolen. The National Highway Traffic Safety Administration estimates that 40-50% of auto thefts occur because of "driver error". In essence this translates to carelessness. Every driver can benefit from learning more or being reminded about the best ways to prevent car theft. There are plenty of things drivers can do to prevent car theft. Most of them require minimal effort and no expense. Follow these car theft prevention tips to decrease the chance of looking one day to see that your car is missing. 1) Lock up, close the windows, and take the key or key fob with you. Leaving your car unlocked with the key or fob sitting in plain sight is a thief's dream come true. A car window that is only open an inch is all a skilled thief needs to get inside. 2) Do not leave a running car unattended. Leaving a car running unattended happens most often when it is hot outside and you want to keep your car cool, or it is cold outside, and you want to warm up your car. 3) Organize your garage. A study found that 20% of people who have a garage cannot use it because there is not enough room for their car. 4) Do not leave your garage door open. Also, lock all doors that allow foot traffic into the garage. 5) Be mindful of where you keep your key fob and garage door opener. If your key fob or garage door opener is left within close proximity of the walls, exterior doors or windows of your home, one using a wireless transmitter may be able to signal and gain access to your car. 6) Use a car anti-theft system. Most cars come with an anti-theft system that will sound the horn and flash the car lights when a break-in is detected. Unfortunately, many ignore the horn beeping and car lights flashing as it is such an accidental common occurrence. There are many anti-theft deterrents on the market that make it difficult for a car to be stolen. 7) When you must park outdoors. Try to park in a well-lit area. Using motion detector lights and security cameras are beneficial. Keep bushes and hedges well-maintained around your parking area. When vehicles are parked on the street they are more likely to be stolen or broken into. Parking in your garage or driveway is always best. 8) Keep anything of value out of sight. This is common sense, but we all are guilty of leaving things of value within sight at one time or another. 9) Have a reliable vehicle recovery system. Tracking devices (GPS) can be used to increase the odds of your car being located and returned if it is taken. 10) Last but not least "See Something...Say Something." If you see something amiss, contact the PA State Police or dial 911. Thankfully, auto theft and theft from autos is not a common occurence in our township. Let's all do our part to keep our community free from those who are not welcome.

Does your house shine with holiday cheer? Or maybe your neighbors' house lights up the block. Loyalsock Township invites you to enter any Loyalsock Township home in our annual "Light up the Holidays" house decorating contest. There are four categories of entry. The TRADITIONAL entry is for those who like every bulb and decoration just so. The MOST CHRISTMAS SPIRIT entry is for those who feel like the more lights and decorations the merrier. The MOST UNIQUE entry is pretty self explanatory, and the last entry is the BEST NEW ADDITION. Many local businesses participate with very nice donations for the winners. This is your chance to shine and be involved in some friendly, fun competition while brightening up the community. All entries must be received by Friday, December 5th. Judging will be held on Friday, December 12th from 6-8pm. 21st Century Signs graciously continues their support by donating signs that will declare winners in all four categories. First and second place winners in the Traditional category and Most Christmas Spirit category will receive a sign. A sign will also be give to the winner in the Most Unique category and Best New Addition category.
