MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website – click on Publications, then Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. Renewals run on a calendar year. There is a $15.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under Recycling, click on Mulch Area, and then click on Rules/Regulations for Key Cards. If you see anyone breaking the rules, please get the following information if possible: their license plate number, the make/model of car, and the time of the incident, and report it to the township office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the township crew.

Misuse by other parties is not a valid excuse for violations. Any resident or business found within the gated area of the mulch pile without valid key card privileges may be prosecuted for criminal trespass.
NEW IN 2026 - LEAVES & GRASS CLIPPINGS Loyalsock Township has provided a designated area for residents to drop off leaves and grass clippings. This space is clearly marked with signage and is in an area with retaining blocks. We kindly ask residents NOT to place leaves or grass clippings on the brush piles. When mixed into the brush, these materials begin to decompose and can cause blockages during our mulch grinding process. Keeping them separate also allows the Township to compost leaves and grass more effectively. By maintaining a dedicated composting pile, we can offer fresh, high-quality compost to residents through the year. We appreciate everyone's cooperation as we continue improving our yard waste services for the community.
HOURS OF OPERATION SPRING/SUMMER HOURS Begin 2nd Monday in March Monday thru Sunday 8am - Dusk FALL HOURS Begin 2nd Monday in November Monday thru Saturday - Closed Sunday and any weekday the office is closed. 8am - 4pm WINTER HOURS Begin 2nd Monday in January Monday thru Friday - Closed Weekends 8am - 3pm SPEED LIMIT: 10 MPH -THIS AREA HAS SURVEILLANCE CAMERAS AND IS PATROLLED BY SECURITY & TOWNSHIP STAFF. Violations may result in fines up to $1,000.00 per violation and/or deactivation of key card. RULES FOR USE 1. You must ALWAYS use your key card to enter. You may not follow another vehicle in. 2. DO NOT LEAVE BAGS OF ANY KIND OR CONTAINERS. 3. This area is reserved for Loyalsock Township based businesses and residents only. 4. ** VERY IMPORTANT ** It has been brought to our attention that cardholders are not updating their key card registration when they change vehicles or get a different license plate number. Cardholders are required to notify the township office whenever they make changes. Every vehicle that enters the mulch area is recorded on camera. When a violation occurs, camera footage is reviewed to determine who the violator is. If we find that a cardholder has not updated their vehicle information, their card may be deactivated for 30 days and a fine imposed. You may use the form to the right to update your information and return it to the township office either by mail, 2501 East Third Street, Williamsport, PA 17770, email to sue@loyalsocktownship.org, or by simply calling the township office at 570-323-6151. Thank you for your understanding and cooperation.

To Have A Great Neighbor
Septic systems that are properly maintained are vital to protecting human health and aquatic ecosystems. Failing septic systems will most likely contaminate both groundwater and surface waters. In addition to having your system pumped, there are things that you can do to keep your on-lot system (which includes your drainfield) in good working order. Here is some helpful information: Conserve water - Reducing the amount of water that enters your septic system can help prevent system overloading and drainfield flooding. The EPA (Environmental Protection Agency), statistics claim the average person uses 82 gallons of water daily, 30,000 gallons yearly. A family of four uses 328 gallons of water daily, 120,000 gallons yearly. You can reduce usage by installing high-efficiency appliances and fixtures, fixing leaks promptly, don't let the water run steady when washing dishes or brushing your teeth, and selecting the proper load size for your washing machine. Repair any dripping faucets and leaking toilets. Be careful of what goes down your drain - Minimize or avoid the use of garbage disposals. Avoid the use of caustic drain cleaners and toxic cleaning compounds. Don't flush anything down the toilet that can't normally decompose. Keep cooking oils and grease from going down the drain. Protect your septic tank and drainfield - Direct all downspouts away from your drainfield. A flooded drainfield will cause issues. Avoid parking or driving over your drainfield. Keep trees and shrubbery away from the drainfield. Native grasses and ground cover is best over the drainfield.

BUILDING & CODES
LAWN MAINTENANCE Please remember the township has an ordinance requiring all lawns to be kept mowed on a regular basis. This includes the area between the sidewalks and curbs. This same ordinance also applies to any high weed growth on a particular property, not just lawns. When mowing, it is a violation of the code to allow the grass clippings to be blown into the public street. The grass can collect in the township storm sewer inlets which can cause flooding during rainy weather, or it may enter the storm drain, which leads directly to local streams where they decompose and act as major pollutants by increasing nitrogen to unsafe levels for fish and other aquatic life. Warnings/fines are imposed when this ordinance is violated. If you see grass that has been blown on the street and not cleaned up, please call the township office (570-323-6151).
Maintaining On-Lot Septic Systems
As mandated by municipal codes, the Clean Stream Law, and the PA Sewage Facilities Act, municipalities have the power and the duty to provide for adequate sewage treatment facilities and for the protection of the public health by preventing the discharge of untreated or inadequately treated sewage. The Official Sewage Facilities Plan for Loyalsock Township indicated that it was necessary to formulate and implement a sewage management program to effectively prevent and abate water pollution and hazards to the public health caused by improper treatment and disposal of sewage. The Loyalsock Township Municipal Management On-Lot Septic System Ordinance requires a property owner to have their septic system pumped and inspected by a township licensed pumper/hauler at least once every five (5) years. It also states that a pumping permit must be obtained from the Township prior to the time of pumping every time that a system is pumped. This includes when the system is pumped for the sale of a property, for repairing or replacing your tank, or because you simply think your tank needs pumped more often than every five years. The only time a system can be pumped before a permit is obtained is in the case of an emergency. Your pumper/hauler will have a permit that can be used in the case of an emergency. You must present that permit to the township office the next business day and pay the $25.00 permit fee. The pumper/haulers are required to notify the township when they do an emergency pumping. The fee for the pumping permit is $25.00 The permit is valid for 30 days. You can come into the township office to get your permit, or you can mail in a check along with your name, mailing address, phone number, and the property address where the pumping will take place if it is different from your mailing address. If you mail in your payment, please make sure to allow enough time for us to mail the permit back to you before scheduling your pumping. Again, you must have the permit before your system is pumped! You must also make sure to have the permit on site during the scheduled pumping. The pumper/hauler is required to complete and sign all three copies of the permit. The yellow township copy must then be returned to the township. If the pumper/hauler gives you the yellow copy, you must get it back to us. To sum things up you must do the following every time you pump your on-lot septic system: Obtain a sewage pumping permit from the Loyalsock Township Office; Pay the $25.00 permit fee; have the system pumped by a licensed/pumper hauler; and return the completed pumping permit to Loyalsock Township if not done by the pumper/hauler. Remember - pumping permits are required.
Pennsylvania residents are legally allowed to purchase and set off in Pennsylvania Class C fireworks also known as "consumer grade fireworks, such as firecrackers, Roman candles, bottle rockets, and similar fireworks that contain a maximum of 50 milligrams of explosive material". There are strict rules about where you can legally use fireworks. If you would like more specifics, please Google "Fireworks FAQ/State Police/Commonwealth of PA". As this is a state law, and Loyalsock Township does not have an ordinance pertaining to fireworks, the Township does not enforce these regulations. Please be careful and considerate of others if you choose to use fireworks.
Pumping On-Lot Septic Systems
Loyalsock Township does have a burning ordinance that prohibits any outdoor burning of any material, including, but not limited to garbage, rubbish, refuse, trash, paper, paper products, rubber, wire, roofing shingles, brush, plastic/synthetic materials, yard trimmings, rakings, leaves, grass, wood, coal/wood products, and other similar materials. The ordinance does allow for "Recreational Fires". These fires are defined as a small wood-burning fire used for family gatherings. The fire must be contained in a ring of brick, stone, or other acceptable material which is no larger than 3 feet in diameter. These fires must be a minimum of 20 feet away from any structure, building, tree, or shrub, and must be attended to at all times. Violations of any section of the burning ordinance can result in a citation issued by the Loyalsock Township Codes Department or the Fire Company. The entire burning ordinance can easily be found on the township website: www.loyalsocktownshipbos.com.
Duration: A garage or yard sale shall be limited to a period of 4 consecutive days or 2 weekends. No more than 3 sales per year are permitted at a single address. Sales shall be restricted to daylight hours. Location: Sales must be entirely on private property. No public right-of-way may be obstructed by the sale. Signs: No signs of any kind are to be placed between any curb and sidewalk, or in any Township right-of-way. Any signs that are in these locations will be removed by township officials. All signs must be placed on private property. Erection of a sign for the identification or advertisement of a garage or yard sale is permitted in any district, provided that it does not exceed 4 square feet in surface area. Such signs must be removed within 48 hours of the completion of the sale. No sign may be secured to a public utility pole by hard material.
PERMITS MAY BE REQUIRED Structural repairs around the home require permits and inspections. If you need to repair or replace a portion of your foundation, roof, floor, load-bearing wall, or other structural members in your home a permit is required. Inspections to see the repair work prior to concealment are also needed. Any addition of electrical, plumbing, or mechanical work may require permits as well; this will include such things as water heaters, some heating systems, new water service piping, and central A/C units. A permit is also required if you replace all or a portion of your water service line or your sewer lateral from the street to the house. Again, an inspection to verify the work is done correctly is also needed. Repairs to sewer laterals or water service piping do not require a permit.
If you are planning on installing a storable type swimming pool, which can be purchased online or at Walmart or other retailers and usually blue in color, they do require a permit and must meet all the code requirements as other pools do, including fencing and barriers. Storable pools must have sidewalls at least 48" high (4 feet) above the ground to eliminate the fence requirement, like permanent above-ground pools. Safety ladders are also required, and most pools come with an approved type. Storable above-ground pools do not need to meet the strict electrical requirements as permanent pools, but still have some restrictions. Any receptacles within a 20-foot distance of the waterline of the pool must be GFCI protected and there must be no overhead wires above or within 10 feet of the pool walls. No receptacles can be within 6 feet of the pool walls. Small baby pools that hold less than 24 inches in depth of water do not require any permits. If you have questions, please contact the township code office (570-323-6151) to discuss these requirements prior to purchasing your pool.
Rental Properties
The township has a Residential Unit Inspection ordinance which most call a Rental Inspection Ordinance. Residential unit inspections are required when an apartment, home, or other types of residential units are occupied by someone other than the owner or the owner's blood relatives. There is more information on the township website: www.loyalsocktownshipbos.com regarding the requirements for these units under "Building & Construction" (see Rental Requirements). The actual ordinance is available to view under the "Zoning & Planning" section of the website (see 360 View Code Online, Chapter 168). You will also need to notify the Loyalsock Township Tax Office, 2132 Northway Road, Williamsport, PA (570) 321-8020. Additional questions can be directed to the township office (570) 323-6151.
SPRING & SUMMER BUILDING PROJECTS Most outside building projects will require a zoning and/or building permit. Fences up to six feet in height will require only a zoning permit; over six feet in height requires special approvals and permits. Residential accessory structures such as sheds, detached carports, and garages will require a zoning permit, and when over 500 square foot in size will also require a building permit. Uncovered decks require a zoning permit and when over 30 inches above surrounding grade also require a building permit.
ON-LOT STORAGE OF VEHICLES & OTHER RECREATIONAL EQUIPMENT The Township Zoning Ordinance regulates how and where recreational vehicles, over-sized/dual-wheeled vehicles, and other similar equipment may be stored outside on private property in the residential zoning districts. The purpose of these regulations are to keep the front yards open and free from obstructions of view. Items the ordinance lists include, but are not limited to: trucks, mobile equipment, trailers, truck tractors, tractors, mobile homes, boats, buses, and motorhomes. Storage of these vehicles or equipment must be either in the rear of the property or along the side of the dwelling or building at least 5 feet from any side property line. The vehicles or equipment are to be stored behind the front building line of the dwelling to be compliant with these storage requirements. These items cannot be stored in the front yard of any property in these zoning districts. The front yard is described as the area between the street and the dwelling extending from side lot line to side lot line. Some exceptions to these storage requirements include: 1) Vehicles and/or equipment may be in the front yard driveway for a period not to exceed 48 hours for the purposes of cleaning up after use or packing for use, 2) A truck having no more than one rear axle and no more than one tire per side upon the rear axle may be stored in the front yard driveway, 3) A contractor’s truck, trailer, or equipment may be stored in the front yard while work is being performed, 4) One unlicensed and/or uninspected vehicle may be stored in any zoning district, provided the vehicle is not damaged, in disrepair, and is stored either along the side of the dwelling or in the rear of the property.

STORABLE SWIMMING POOLS
TOWNSHIP OUTDOOR BURNING ORDINANCE The Loyalsock Township burning ordinance prohibits any outdoor burning of any material, including, but not limited to, garbage, rubbish, refuse, trash, paper, paper products, rubber, wire, roofing shingles, plastics/synthetic materials, brush, yard trimmings, rakings, leaves, grass, wood, coal, wood products, and other similar materials. The ordinance prohibits burning paper and paper products on most properties in the township. However, you can burn paper and paper products if you can meet ALL of the following requirements: A. The dwelling on your property IS NOT CONNECTED to public water and/or public sanitary sewer. B. The fire shall be contained in a noncombustible, ventilated container covered with a wire screen of ½ inch or smaller mesh or other suitable noncombustible cover to prevent pieces or particles from blowing away. C. The burning container must be on private property and must be located a minimum of 300 feet from any adjoining, inhabited structure and 20 feet from any structure, building, tree, hedge or shrub. D. The fire shall exist only between the hours of sunrise and sunset Monday through Friday. E. The burning must be controlled and attended by an adult at all times. F. Only paper and paper products, excluding paper products that are able to be recycled (ie: newspaper and cardboard) may be burned. Please note: most of today’s paper products are considered recyclable. The ordinance does allow for “Recreational Fires" (see page 4 in this newsletter). Violations of any section of the burning ordinance can result in a citation issued by the Loyalsock Township Codes Department or the Fire Company. The entire burning ordinance can be found on the township website at: www.loyalsocktownshipbos.com.
Applying For Permits You will need to complete an application to apply for a building and/or zoning permit. The easiest way to access the application is on our website: www.loyalsocktownshipbos.com There is a construction application under the link "Building & Construction" and a zoning application under the link "Zoning & Planning". You have two options: The first allows you to print the application out, complete it and mail or drop it off at the township office. The second option allows you to complete the application directly on the website with the "pdf fillable" option and then email to the appropriate department (building or zoning). The email address is on each of the links. If you have plans on pdf, they too can be emailed along with the application. This process eliminates you having to come to the office before your permit(s) are ready to be picked up. Payment is due at the time of pick up. In some cases, we may be able to email your permits and approval documents back to you if you mail in a check for the permit(s) once we notify you of the cost. You can call or email the appropriate department for additional information. Note: The spring/summer season is a time when the zoning administrator and/or building official are often out in the township. If you would like to come to the office to see them, it is to your advantage to call (570) 323-6151 first.

This year's Public Works Week theme as defined by the American Public Works Association, "Rooted in Service, Powered by Community," truly reflects the work performed every day by the Public Works Department in Loyalsock Township. Our team's roots in public service run deep. From maintaining township roads, bridges, and facilities, to managing stormwater infrastructure, winter operations, and fleet and equipment maintenance, our employees work behind the scenes to keep our community safe, accessible, and functioning efficiently. While some of our projects are highly visible such as paving, drainage improvements, and traffic safety work, many of the most important services, including stormwater system maintenance and infrastructure inspections, often go unnoticed by the public. Together, these efforts form the foundation of a strong and resilient community. Public Works is proud to support residents, businesses, and visitors by ensuring the infrastructure that connects us all continues to operate safely and reliably. Our works seen and unseen is truly rooted in service and powered by the community we serve.
