President's Message
Hello Chapter Members, It’s hard to believe we’ve already completed the first quarter of the program year! When I was nominated to serve as Chapter President back in January 2024, I never could have imagined the kind of year 2025 would bring. Many of our members have retired or transitioned out of public service, which has made one thing clear: now, more than ever, AGA—and especially our chapter—must focus on strengthening our membership and securing the future of our organization. As we celebrate AGA’s 75th anniversary, there’s no better time to make an impact. Every one of us can help, and here’s how: 1. Recruit New Members Share with your coworkers the value you gain from being part of the AGA DC Chapter. Membership fees are currently prorated—government employees can join for just $50. Plus, our chapter offers raffles for members who recruit new colleagues, and AGA National recognizes top recruiters each year. The individual across the country who recruits the most members receives free registration to the Professional Development Training (PDT)! 2. Focus on Young Professionals I joined AGA as a first-year audit associate, and the experience shaped my career in meaningful ways. Our chapter is deeply committed to supporting the next generation of leaders—we even have a dedicated Young Professionals Committee. This year, we’re hosting quarterly networking events and offering financial support for training, including our Spring Training and AGA national events. 3. Connect with Students and Faculty Did you know that students can join AGA for free? There are also exciting opportunities available, such as scholarships to attend the National Leadership Training (NLT). If you’re visiting your alma mater this fall, contact Michelle Paul from our Young Professionals Committee to request a flyer you can share with potential student members. And if you’re interested in getting more involved in student outreach, stay tuned—more details are coming soon. At our September luncheon, Makia Robertson from our Membership Committee shared an update on our membership status. Our board has set an ambitious goal: 2,100 members by May 2026. We’ll continue to track and report our progress during our monthly luncheons. No President’s Message would be complete without expressing my deep gratitude to the 80+ volunteers who serve on our Chapter Board and committees. Your dedication is what allows us to provide such valuable programming, events, and educational opportunities to our members. I also want to thank our amazing sponsors - literally without you none of our great member events would be possible. As I close this first message, I want to share how proud I am of AGA and our incredible community. During times of change, having a strong, supportive network is essential—and that’s exactly what AGA provides. I’m excited for all that we will accomplish together in the year ahead. National Council of Chapters (NCC) Update By Paul Marshall, NCC Representative AGA’s National Council of Chapters (NCC) Meeting on August 5, 2025, brought together chapter leaders and national staff to focus on leadership, governance, and upcoming programs. The meeting reinforced the importance of chapter engagement, transparent communication, and knowledge sharing to drive growth and operational excellence across the AGA network. Meeting Highlights The agenda included reviews of national governance and leadership structures, a chapter resources overview, details about the fall membership campaign – and introductions to our new leadership team: The Area 8 Director for Chapters is our own DC Chapter Past President, Paul Lionikis! Breakout sessions enabled chapter representatives to exchange best practices, discuss challenges, and share ideas for strategic improvement. Specific tools and resources, such as virtual event platforms and Google Drive accounts for records retention, were showcased to support chapter operations and enhance collaboration. Key Takeaways Leadership matters: Monthly updates and town halls are vital channels for chapter leaders and members to stay informed and engaged with AGA national initiatives. Operational resources: Chapters were encouraged to utilize AGA's event management platforms, polling tools, and shared digital workspaces to streamline activities and maintain continuity. Membership growth: The meeting previewed the fall campaign, outlining incentives, new proration rules, and recognition programs like scholarship awards and membership growth awards for active chapters. Program opportunities: Attendees learned about upcoming scholarships, the Government Finance Case Challenge, Datathon event, and hotel scholarship awards, designed to foster professional growth and student involvement. Communication best practices: Chapters were urged to share recommendations for impactful speakers and participate in survey collections to highlight effective event management processes. National Website Revamp: The launch of AGA’s enhanced national website was announced, promising improved navigation and search functionality for members and leaders. Networking and training opportunities: Monthly town halls, treasurers’ chats, and targeted info sessions were promoted to help chapters leverage national resources and meet organizational standards. In summary, this meeting underscored AGA’s commitment to supporting chapters in leadership development, operational efficiency, and member engagement, positioning the organization for a productive and innovative program year.

Non-Exchange Models When the expenditure is incurred in a non-exchange transaction, i.e., the spending fund does not receive anything of value for its money, the expenditure side uses a funding source instead of an expense account (italicized for emphasis). While the transfer out is the same using A512 (which is identical to A514 for non-exchange transfers), the transfer in is recorded as (this time not bothering with the apportionment and allotment entries): Unanticipated non-exchange expenditure transfers in from a trust fund Debit 101000 Fund Balance with Treasury 425500 Expenditure Transfers from Trust Funds - Collected Credit 575000 Expenditure Financing Sources - Transfers-In 445000 Unapportioned - Unexpired Authority So, again, the budgetary resource account is the only one which changes. This transaction does not have an identifier because it is not in the Treasury Financial Manual (TFM). What is there, is the same transfer recorded first as a payable/receivable, then the disbursement/collection. I think it is easier to see this in tabular format, with the following new accounts being used for the intermediate steps of the receivable and payable: 133500 Expenditure Transfers Receivable 215500 Expenditure Transfers Payable 422500 Expenditure Transfers From Trust Funds - Receivable 490100 Delivered Orders - Obligations, Unpaid Conclusion The TFM has several entries for expenditure transfers, but it is easy to overlook the fine print which indicates that some are only for transfers to or from trust funds. AGA DC Chapter Community Service Events By the Community Service Committee
Community Service Activity: St. Jude Walk The Community Service Committee kicked off the new program year with the annual St. Jude Walk at National Harbor, MD, on October 4 morning. Our DC Chapter members, friends, and family had a great time together, as our DC Chapter helped to raise a total of $561 thus far for children battling childhood cancer! The Community Service Committee is still raising funds through December 31, 2025. Program Year 2025-26 Chapter Planning Brunch We held our annual Chapter Planning Brunch on July 26 at the Hamilton in Washington, DC. Our Chapter President, Crystal Wolf, kicked off the Chapter Planning Brunch to thank our volunteers and introduced all Chapter Executive Committee (CEC) members in attendance. Crystal shared her visions and President's Goals for this new program year. Committee representatives on membership, finance, communication, strategy matters shared planned activities/directions and led discussion for the new program year. Our Chapter Officers and volunteers in attendance were able to catch up with each other. It was an enjoyable kick-off to the new program year!

To celebrate this important milestone, DC Chapter members and guests gathered together on September 18 evening at Urban Roast for the AGA 75th anniversary happy hour celebration. Our attendees came together to celebrate decades of connection, leadership, and service to the government accountability community. Thank you for attending the event as we enjoyed delicious food, drinks, music, and great company as we honored the legacy of AGA!

Annual Multi-Chapter Picnic On September 27 our Washington, DC Chapter joined the Baltimore, Montgomery/Prince George’s County, and Northern Virginia Chapters for our annual Multi-Chapter Picnic. Our members with their guests gathered at the Jennie Dean Park in Arlington, VA to enjoy food, drink, and company. The event was a success as our members and guests from across chapters reconnected with each other colleagues, or simply made new connections in a casual and fun setting. September 2025 Hybrid Luncheon
On September 10, 2025, the DC Chapter kicked off the first monthly hybrid luncheon of this program year with our luncheon speaker Ms. Cara LeConte, Chief Financial Officer (CFO), United States Department of Agriculture (USDA) Rural Development. We are grateful for more than 100 in-person and virtual attendees who joined us at Clyde's of Gallery Place in downtown Washington, DC. As CFO, Ms. LeConte is responsible for providing oversight related to accounting, budget, and compliance needs concerning Rural Development's direct and guaranteed loan portfolio. Prior to joining Rural Development, she served in several leadership roles at USDA’s Food Safety and Inspection Service (FSIS), including as the CFO and the Agency’s Chief of Staff. She ensured effective management, efficient use of FSIS resources, and effective deployment of resources toward the achievement of FSIS’s strategic plan and overall mission. Through Ms. LeConte’s leadership of the FSIS Enterprise Governance process, she ensured FSIS effectively administered agency policy, promoted collaboration and cooperative decision-making among executives, prioritized agency-wide projects, and evaluated and monitored agency-wide goals. Ms. LeConte has over 20 years of leadership experience in both the private and public sectors. Prior to her entry into federal service, she worked as an accounting manager for multi-employer trust funds and was a senior financial consultant for International Business Machines. Ms. LeConte is a Certified Public Accountant and has an educational background in business, including a bachelor’s degree in International Business from Plattsburgh State University of New York and a Master of Business Administration degree from the University of Baltimore. Ms. LeConte provided an overview of USDA Rural Development’s missions and shared her leadership advice during her presentation titled “Leading Change in a Rapidly Evolving Environment.” Ms. LeConte had a robust Q&A session with our in-person and virtual attendees. We sincerely appreciate Ms. LeConte spending time with us to share her insights and experience. After Ms. LeConte’s presentation, Jeff Steinhoff, Past AGA National President and DC Chapter Awards Committee member, presented our DC Chapter awards to the following awardees who were unable to attend our Annual Awards Gala and receive their awards in person back in June: Government Transparency Award: The Honorable Daniel I. During the 2025-2026 Program Year, the Membership Committee of the AGA DC Chapter is continuing to award a CASH PRIZE ($100 in the form of an Amazon gift card) at the end of each quarter (i.e., September, December, March, June) to the member who sponsors and/or recruits the most new members during the quarter. Quarterly new member referral contest winners will be announced in the newsletter. July-September 2024: Daniel H.
