MULCH/RECYCLING AREA The Loyalsock Township Mulch/Recycling area is a great benefit to the residents of our community. It provides a place to discard any unwanted yard waste, which is then turned into reusable mulch. The Township has a security gate at the mulch/recycling area entrance which requires a key card to open. This gate helps keep people out who are not township residents, and landscaping businesses that have not registered and paid the $5,000 dumping fee for using the mulch pile. To register for a key card you must come to the township office, fill out a registration form, and pay the $10.00 registration fee (cash or check only). Registration forms are available on our website – click on Publications, then Forms & Applications. A valid PA driver’s license, or a photo of the license, will be required at the time of registration for each name listed on the form (up to 2 names). Also, the make, model, and license plate number for each vehicle/trailer that will be used (up to 3 combined and must be registered to household member) is needed to fill out the form. Only one key card will be issued per household. The key card will need to be renewed yearly at a cost of $5.00. Renewals run on a calendar year. There is a $10.00 fee to replace a lost card. Key cards are non-transferable and cannot be used by anyone other than the household members using vehicles listed on the registration form. They are also to be used only for yard waste from the property address listed on the registration form. Any violation of the mulch pile or key card rules and regulations may result in the key card being deactivated which would forfeit the registrant’s right to use the mulch pile. For a list of the rules and regulations go to our website under Recycling, click on Mulch Area, and then click on Rules/Regulations for Key Cards. If you see anyone breaking the rules, please get the following information if possible: their license plate number, the make/model of car, and the time of the incident, and report it to the township office at 570-323-6151. As you approach the mulch/recycling area there are storage areas used by the township for materials such as stone and scrap metal. These items are not for the residents to take. There is also a pile where items are discarded until they can be disposed of. This is not to be used as a dump pile for anyone other than the township crew.

Thank you for your understanding and cooperation.
We are coming upon the season where the Code's Office receives questions and concerns pertaining to the topics below:
SIGNS: No signs are to be placed between any curb and sidewalk, or in any Township right-of-way. Any signs that are in this location will be removed by township officials. All signs must be placed on private property.
LAWN MAINTENANCE: Please remember the township has an ordinance requiring all lawns to be kept mowed on a regular basis. This includes the area between the sidewalks and curbs. This same ordinance also applies to any high weed growth on a particular property, not just lawns. When mowing, it is a violation of the code to allow the grass clippings to be blown into the public street. The grass can collect in the township storm sewer inlets which can cause flooding during rainy weather, or it may enter the storm drain, which leads directly to local streams, where they decompose and act as major pollutants by increasing nitrogen to unsafe levels for fish and other aquatic life. Warnings/fines are imposed when this ordinance is violated. If you see grass that has been blown on the street and not cleaned up, please call the township office (570-323-6151).
BUILDING & CODES
PUMPING ON-LOT SYSTEMS (PUMPING PERMITS REQUIRED) As mandated by municipal codes, the Clean Stream Law, and the PA Sewage Facilities Act, municipalities have the power and the duty to provide for adequate sewage treatment facilities and for the protection of the public health by preventing the discharge of untreated or inadequately treated sewage. The Official Sewage Facilities Plan for Loyalsock Township indicated that it was necessary to formulate and implement a sewage management program to effectively prevent and abate water pollution and hazards to the public health caused by improper treatment and disposal of sewage. The Loyalsock Township Municipal Management On-Lot Septic System Ordinance requires a property owner to have their septic system pumped and inspected by a township licensed pumper/hauler at least once every five (5) years. It also states that a pumping permit must be obtained from the Township prior to the time of pumping every time that a system is pumped. This includes when the system is pumped for the sale of a property, for repairing or replacing your tank, or because you simply think your tank needs pumped more often than every five years. The only time a system can be pumped before a permit is obtained is in the case of an emergency. Your pumper/hauler will have a permit that can be used in the case of an emergency. You must present that permit to the township office the next business day and pay the $25.00 permit fee. The pumper/haulers are required to notify the township when they do an emergency pumping. The fee for the pumping permit is $25.00 The permit is valid for 30 days. You can come into the township office to get your permit, or you can mail in a check along with your name, mailing address, phone number, and the property address where the pumping will take place if it is different from your mailing address. If you mail in your payment, please make sure to allow enough time for us to mail the permit back to you before scheduling your pumping. Again, you must have the permit before your system is pumped! You must also make sure to have the permit on site during the scheduled pumping. The pumper/hauler is required to complete and sign all three copies. The yellow township copy must then be returned to the township. If the pumper/hauler gives you the yellow copy, you must get it back to us. To sum things up you must do the following every time you pump your on-lot septic system: Obtain a sewage pumping permit from the Loyalsock Township Office; Pay the $25.00 permit fee; have the system pumped by a licensed/pumper hauler; and return the completed pumping permit to Loyalsock Township if not done by the pumper/hauler.
FIREWORKS: Pennsylvania residents are legally allowed to purchase and set off in Pennsylvania Class C fireworks also known as "consumer grade fireworks, such as firecrackers, Roman candles, and bottle rockets, which contain not more than 50 milligrams of explosive material". There are strict rules about where you can legally use fireworks. If you would like more specifics, please Google "Fireworks FAQ/State Police/Commonwealth of PA". As this is a state law, and Loyalsock Township does not have an ordinance pertaining to fireworks, the Township does not enforce these regulations. Please be careful and considerate of others if you choose to use fireworks.
Stormwater: Where it Flows, Everything Goes
RECREATIONAL FIRES: Loyalsock Township does have a burning ordinance that prohibits any outdoor burning of any material, including, but not limited to garbage, rubbish, refuse, trash, paper, paper products, rubber, wire, roofing shingles, plastic/synthetic materials, brush, yard trimmings, rakings, leaves, grass, wood, coal/wood products, and other similar materials. The ordinance does allow for "Recreational Fires". These fires are defined as a small wood burning fire used for family gatherings. The fire must be contained in a ring of brick, stone, or other acceptable material which is no larger than 3 feet in diameter. These fires must be a minimum of 20 feet away from any structure, building, tree, or shrub, and must be attended to at all times. Violations of any section of the burning ordinance can result in a citation issued by the Loyalsock Township Codes Department or the Fire Company. The entire burning ordinance can easily be found on the township website at: www.loyalsocktownshipbos.com.
GARAGE/YARD SALES: Duration: A garage or yard sale shall be limited to a period of 4 consecutive days or 2 weekends. Not more than 3 sales per year are permitted at a single address. Sales shall be restricted to daylight hours. Location: Sales must be entirely on private property. No public-right-of-way may be obstructed by the sale. Signs: Erection of a sign for the identification or advertisement of a garage or yard sale is permitted in any district, provided that it does not exceed 4 square feet in surface area. Such signs must be removed within 48 hours of the completion of the sale. No sign may be secured to a public utility pole by hard material.
PERMITS MAY BE REQUIRED Structural repairs around the home require permits and inspections. If you need to repair or replace a portion of your foundation, roof, floor, load-bearing wall, or other structural members in your home a permit is required. Inspections to see the repair work prior to concealment are also needed. Any addition of electrical, plumbing, or mechanical work may require permits as well; this will include such things as water heaters, some heating systems, new water service piping, and central A/C units. A permit is also required if you replace all or a portion of your water service line or your sewer lateral from the street to the house. Again, an inspection to verify the work is done correctly is also needed. Repairs to sewer laterals or water service piping do not require a permit.
HELPFUL INFORMATION THAT'S BEST TO KNOW BEFORE YOU BUY THE POOL AND THE KIDS JUMP IN If you are planning on installing a storable type swimming pool which can be purchased online or at Walmart or other retailers, usually blue in color, they do require a permit and must meet all the code requirements as other pools do, including fencing and barriers. Storable pools must have sidewalls at least 48" high (4 feet) above the ground to eliminate the fence requirement, like permanent above-ground pools. Safety ladders are also required, and most pools come with an approved type. Storable above-ground pools do not need to meet the strict electrical requirements as permanent pools, but still have some restrictions. Any receptacles within a 20-foot distance of the waterline of the pool must be GFCI protected and there must be no overhead wires above or within 10 feet of the pool walls. No receptacles can be within 6 feet of the pool walls. Small baby pools that hold less than 24 inches in depth of water do not require any permits. Contact the township code office (570-323-6151) to discuss these requirements prior to purchasing your pool if you have questions.
WHEN YOU AREN'T SURE IF YOUR PROJECT NEEDS A PERMIT. . . Please don't take a chance and start your project without knowing. Reach out to us. You may call the township office @ 570-323-6151 or check the township website @ www.loyalsocktownshipbos.com
The Township Codes Office is again providing guidance regarding salespeople who are going door-to-door in our Township. These salespeople may be trying to sell windows, doors, solar services and products, etc. We advise that you proceed with caution when answering the door to a salesperson. Most importantly, you should first ask if they have a solicitor's license issued and signed by our Township Codes Officer and then ask to see it. If they claim to have a license, but are unable to show you their license, immediately ask them to leave and close the door. If you do not want any solicitors to knock on your door, we suggest you post a notice "NO SOLICITNG" somewhere where it can easily be seen. For your convenience, we have included a notice with this article that you may want to laminate and use. These notice signs are also reasonably priced at many local stores. When the Township issues a license, it is not an endorsement of the quality or safety of a product. The license allows us to check that whoever is going door-to-door in our neighborhoods is legitimate and helps to protect residents from potential scams. If the salesperson can show you the license and you have an interest in the product or service they are selling, refrain from signing any contracts until you have done your own research. Check to be sure the company being represented is reputable and check for reviews on what is being sold and read all the fine print. Unfortunately, some salespeople are trained to use high-pressure tactics. If you are a senior resident, please seek the advice of a family member or someone you trust before you sign and buy. The Township has an ordinance that pertains to peddlers and solicitors. You will find this ordinance on our website: www.loyalsocktownshipbos.com. Select Planning and Zoning, Ordinances, "Click here for Loyalsock Township Code", Chapter 154 Peddling and Soliciting. If you have any questions or concerns, please call the township office at 570-323-6151. If a solicitor refuses to leave your property or acts in an aggressive or suspicious manner, please contact the PA State Police.
SPRING & SUMMER BUILDING PROJECTS Most outside building projects will require a zoning and/or building permit. Fences up to six feet in height will require only a zoning permit; over six feet in height requires special approvals and permits. Residential accessory structures such as sheds, detached carports, and garages will require a zoning permit, and when over 500 square foot in size will also require a building permit. Uncovered decks require a zoning permit and when over 30 inches above surrounding grade also require a building permit.
ON-LOT STORAGE OF VEHICLES AND OTHER RECREATIONAL EQUIPMENT The Township Zoning Ordinance regulates how and where recreational vehicles, over-sized/dual-wheeled vehicles, and other similar equipment may be stored outside on private property in the R-1, R-U, and A-O zoning districts. The purpose of these regulations are to keep the front yards open and free from obstructions of view. Items the ordinance lists include, but are not limited to: trucks, mobile equipment, trailers, truck tractors, tractors, mobile homes, boats, buses, and motorhomes. Storage of these vehicles or equipment must be either in the rear of the property or along the side of the dwelling or building at least 5 feet from any side property line. The vehicles or equipment are to be stored behind the front building line of the dwelling to be compliant with these storage requirements. These items cannot be stored in the front yard of any property in these 3 zoning districts. The front yard is described as the area between the street and the dwelling extending from side lot line to side lot line. Some exceptions to these storage requirements include: 1) Vehicles and/or equipment may be in the front yard driveway for a period not to exceed 48 hours for the purposes of cleaning up after use or packing for use, 2) A truck having no more than one rear axle and no more than one tire per side upon the rear axle may be stored in the front yard driveway, 3) A contractor’s truck, trailer, or equipment may be stored in the front yard while work is being performed, 4) One unlicensed and/or uninspected vehicle may be stored in any zoning district, provided the vehicle is not damaged, in disrepair, and is stored either along the side of the dwelling or in the rear of the property.

LOYALSOCK VOLUNTEER FIRE COMPANY NO. 1 100TH ANNIVERSARY On Wednesday, March 12, 2025, the Loyalsock Volunteer Fire Company No. 1 celebrated their 100th Anniversary. A celebration service was held at Loyalsock Volunteer Fire Company where members of the Fire Company along with their families, State and local dignitaries, and members of the community gathered. Chief Richard A. Caschera, Jr. welcomed those in attendance. The Honor Guard accompanied by bagpipes gave the Presentation of Colors. Major Robert Tobias (PA State Police, retired) gave the Invocation. Sue Swank-Caschera, Company President, presented history from the past. Chief Caschera introduced the guest speakers. Robert and Richard LaCerra, sons of past chief engineer, and Captain Richard A. Caschera, III shared from the present. Lieutenant Matt Hill gave a video presentation "The Past, The Present & Into the Future". "The Firehall Kids" presented a poster to their Firehall Family to thank them for all they do and will do to keep everyone safe and pledged their love to them too. "The Firehall Kids" hold our hope for the future. According to Sue Swank-Caschera these children already recognize the heartfelt pride of giving back to others. So frequently they share parents with their neighbors affording the volunteers the time to respond to emergency calls often sacrificing having Mom and Dad at school events, scouts, sports games or even holiday celebrations. You'll often see them helping out at fundraisers or during parades because Loyalsock is also their fire company. Chief Caschera expressed his gratitude to all for taking the time to come out and help them celebrate their 100 years of service to Loyalsock Township and the surrounding communities assuring them that with their continued support they will remain "Neighbors Helping Neighbors". Light refreshments along with Anniversary cake were served. Loyalsock Volunteer Fire Company members provided tours of the Fire Company where historical artifacts and uniforms decorated the station. All who attended were moved with compassion, a sense of pride, and appreciation for the accomplishments and dedication of those serving "The Past, The Present, and Into the Future".
May brings warmer days, blooming flowers, and more time spent outdoors enjoying our community. It's also the time of year when we recognize an essential yet often unseen force that keeps our township running -- our Public Works employees. From May 18-24, we celebrate National Public Works Week, a time to honor the dedicated employees who maintain our roads, manage stormwater infrastructure, clear snow, and perform countless other tasks that ensure our township remains safe, clean, and functional. This year's theme, "People, Purpose, Presence", highlights the core values that drive Public Works employees to serve their communities. Public Works is about people -- meeting the needs of residents and improving daily life. That mission gives their work purpose, even when their efforts go unnoticed. Though much of their work happens behind the scenes, Public Works employees maintain a constant presence, ensuring that essential services continue without interruption. Let's take this opportunity to recognize and thank our township's Public Works team for their dedication, hard work, and commitment to keeping our community running smoothly every day.
Loyalsock Township is holding one Spring Clean-up to pick up yard waste on MONDAY, MAY 19th. All items must be placed out between the curb and sidewalk prior to 7:00AM on that Monday. Nothing should be bagged. The crew will only go through the township once during the scheduled collection, so if your items are not out they will not go back to pick them up at a later time. The clean-up will continue after Monday if needed to get through the whole township. Please do not place any items in the street. If you don’t have curbing, place the items as close to the road as possible without causing a safety hazard. The following yard waste items will be picked up: leaves, small debris, shrubbery, tree trimmings, and brush. Nothing will be picked up if bagged. This pick up is for residential properties within the township only. There will be no commercial pick up. If there is anything placed in a pile that is not listed above, nothing will be picked up, and the property owner will be responsible for removing all of the debris.

PETS IN THE PARKS Loyalsock Township Parks are all "pet friendly". As a reminder, ALL pets must be kept on a leash and ALL pet waste must be picked up. Going to the Park is all about having fun. What can spoil the fun in a hurry is finding out the hard way that someone didn't pick up after their pet. Please be courteous. Thank you.

REASONS WHY YOU WOULD WANT TO JOIN THE LOYALSOCK LIGHTNING SWIM TEAM Nobody warms the bench - everyone gets a chance to compete, and everyone helps the team to win! Swimming is FUN and a life-long activity. All ages compete on the same team - and the younger swimmers count just as much as the older swimmers for the team score! Swimming is good exercise! And it helps build cardio for whatever OTHER sports you want to play! You don't have to be an "expert" swimmer to compete - you just have to do your best, and that helps the team! Swimming is a great way to stay cool on a hot day! You don't need much equipment to swim - just a suit and a towel! Swimming is a good way to stay in shape for the rest of your life! Competitions are divided into age groups - so you swim against other kids your age! Swimmers must be able to swim 25 meters without assistance. If you would like to be a part of this fun summertime sport, Registration will be completed online www.sockswim.org until June 1 (no registrations will be accepted after that date). New swimmers will water test at a later date, or need proof they have had swim lessons that require them to swim 25 meters.
