President's Message
Hello Chapter Members, Happy Fiscal New Year! I hope everyone had a wonderful summer and had some time to relax in the sun with friends and family. It was a busy time at AGA DC with PDT being in our home city. I enjoyed connecting with so many of you who stopped by the booth or joined us for happy hour at Cuba Libre. Beyond catching up and giving away fun prizes (who else snagged a pair of AGA socks?!), our chapter community came together with purpose: participants assembled 100 toiletry kits that were donated to Calvary Women’s Services located in Southeast DC. Thank you to everyone who contributed their time and hands to make an immediate impact in our local community. The board members were hard at work over the summer finalizing our strategic plan for the year and kicking things off with our annual planning brunch. We look forward to providing you with high-quality events throughout the program year. Our main areas of focus this year are: Continued financial stewardship Increase member engagement Young Professional / Student Outreach A vibrant chapter thrives on the energy and dedication of its volunteers. As a note - we do have some volunteer positions still open, especially in communications and partnerships. If you’re interested in helping the chapter, or if you have any other ideas on how to make the chapter better, please don’t hesitate to email me at vbaird@kpmg.com. As the evenings draw in earlier and there is a familiar crispness in the autumn air, we all settle back into our routines—and for many in our community, into the demanding pace of fiscal year-end reporting. While this season is undeniably busy, there is also something comforting about its rhythm and sense of purpose. I wish each of you the very best in the months ahead, and I look forward to seeing you at our upcoming chapter meetings and events! “Autumn exists to remind us that things must end to begin again.” – Unknown Author With deep appreciation, Veronica Baird President, AGA Washington DC Chapter
Vision AGA is the premier association for advancing government accountability. AGA defines government accountability as a government's obligation to the people for its actions and use of resources. Mission Statement AGA fosters learning , certification, leadership and collaboration for professionals and stakeholders committed to advancing government accountability.
The first NCC meeting for the program year was held in early August on the heels of LEAD!, which brings chapter leadership from across the country together to collaborate and learn on how to drive value for our members. This year, Veronica Baird and I attended to represent our chapter, along with our Area Director, Paul Lionikis. We also had plenty of other DC chapter members in attendance who serve on the National Governing Board. We were certainly well represented. It's clear from both LEAD! and the first NCC meeting, that our chapter is directly aligned with the priorities at the national level. Some of the highlights include: Increasing Membership - everyone can do their part in bringing in new members. Did you know that in your AGA profile you can now track your recruitment activity? Think about who you would like to have sitting next to you at our next Monthly Luncheon and share with them all the advantages of membership and encourage them to come. Partnership with Beta Alpha Psi (BAP) - the National Office, in coordination with the National Higher Education Committee, has established a formal partnership with BAP, which is a chapter-based college accounting honor society. The goal of the partnership is to increase awareness not only of AGA, but what careers in government look like. We want to show students that there are different career paths for accounting majors beyond the standard corporate accounting, audit, or tax routes. AGA National Events - AGA offers a wide variety of training and certification programs, some of which are completely free for members. If you or members of your team need additional cost-effective training, please take a look at the AGA website or reach out to me for any questions. The last thing I will mention is that there are always ample volunteer opportunities within our chapter, but also on National boards and committees. I currently sit on the National Higher Education Committee and find it is a great way to help drive change across the organization and also network with other leaders outside of the DMV. If you are interested in supporting me, please feel free to reach out (cwolf@akela-llc.com) and I can share more.

Introducing AGA DC New Partnership Committee
AGA DC Chapter is excited to launch a new Partnership Committee for the 2026–2027 program year, focused on strengthening relationships across our broader local AGA community. The committee will work closely with other AGA chapters in the region to identify opportunities for joint networking, training, and member engagement. It will also explore partnerships with DC-area colleges and universities, as well as related professional organizations, to expand AGA’s reach and highlight the value of chapter membership. As a new committee, its activities and strategy will continue to evolve throughout the year as we identify new ways to connect, collaborate, and strengthen the AGA community across the region. Interested in learning more or have an idea for a potential partnership? Reach out to Crystal Wolf at cwolf@akela-llc.com to get involved or share your suggestions!

The Anticipation Workflow
Introduction Anticipated amounts are generally not available for spending until realized, so Treasury has segregated them both among the budgetary resource and budgetary status general ledger accounts. Until FY2022, there were loopholes in this budgeting sequence that Treasury has since closed with new resource and status accounts. Accounts The Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS) has always had a flag defining which U.S. Standard General Ledger (USSGL) accounts are for anticipations. For FY2027, there are 32 USSGL accounts with an Anticipated flag of Y. Of these, 5 are restricted to use by a specified agency, so I will only address the remaining 27. There are basically three types of anticipated USSGL accounts: resource, available status, and unavailable status. As a reminder, the budgetary accounts are a self-balancing subset of the USSGL where resources equal statuses. While a very few proprietary accounts are associated with anticipations (such as 297000 Liability for Capital Transfers), Treasury has not flagged any proprietary accounts as anticipated. Resource Accounts Eighteen of the USSGL accounts represent budgetary resources. Normally the establishing USSGL transaction code (TC) debits the budgetary resource account and credits one of the available status accounts (described in the next section). The first six in this list, numbers 403400 through 405000, plus 421100 and 479010, are used to anticipate reductions (also known as contra-resources), and so they are credited and the status accounts are debited. Also, the transfer accounts 416000, 418000, and 418300 are used for both transfers in and out, so the agency transferring funds out would credit them and debit the status accounts. This is reflected in the Sign column, where D indicates a normal debit balance, C a normal credit, and D/C means the first TC for that account debits and the second one credits. Available Status Accounts There are three status accounts for available anticipated funding: unapportioned, apportioned, and exempt from apportionment, which mirror the four status accounts for available realized funding shown in the chart below. These allow anticipations to be recorded as self-balancing entries, as required per Treasury’s Tie Point 14. Originally the USSGL used the realized resource accounts for anticipations. Account 459000 was added in the 1990s to transaction A118 with the intention that all anticipations would sit there, but that assumes the authority is apportioned. Account 469000 for authority not subject to apportionment was added in 2005, replacing 462000. However, the USSGL never removed transaction A119 to transfer 462000 balances to 469000, which is no longer needed and violates tie point 14. The accounts were still not self-balancing if the agency was waiting for them to be apportioned. Finally in 2022, account 449000 was added replacing 445000. While all establishing transactions list 449000 as a valid offset, only some of them list 469000. They all should list both accounts together. Unavailable Status Accounts Six USSGL Accounts were added in the 2020s to hold unavailable anticipated funding. Most use all six digits. With all of the new USSGL accounts for unavailable or reductions in authority, the USSGL Board decided to create specific accounts for the anticipated authority, supporting the logic of Tie Point 14. In all transactions listed here, the offsets are available status accounts. Realization Most anticipated authority accounts’ lives end when the amounts are realized. Tie Point 14 requires that both the resource and the status accounts’ balances be moved from an anticipated to a realized account. There are many entries that show the move for the resource account, such as C109 which could move the balance of 406000 Anticipated Collections from Non-Federal Sources to 426100 Actual Collections of Business-Type Fees. These all reference TC A123 to move the status account balances. If the funds are not realized by the end of the year, the anticipated authority is removed by Transaction F112 (all anticipations are for the current year only). Anticipated status account balances should never be closed into realized accounts. Reporting While anticipated and realized authority are mixed together on the Statement of Budgetary Resources, they are segregated into their own lines on the SF-133 Report on Budget Execution. SF-133 section 1 holds the balances of the resource and unavailable status accounts, while the available status accounts’ balances are reported in section 2. Conclusion With these new USSGL accounts and revised transaction definitions, Treasury has created a self-balancing subset of the trial balance devoted exclusively to anticipated funding. This should provide better assurance that anticipated funds are not used until they are realized. Comments and critiques, as well as specific questions or suggestions for future topics, are always welcome. Please send them to Simcha.Kuritzky@CGI.com, and not to the AGA.

AGA DC Chapter Monthly Luncheon
Ms. Fara Damelin Inspector General, FCC
September 2026 Hybrid Luncheon
On September 2, 2026, the DC Chapter kicked off the first monthly hybrid luncheon of this program year with our luncheon speaker Ms. Fara Damelin, Inspector General of the Federal Communications Commission. We are grateful for more than 100 in-person and virtual attendees who joined us at The Hamilton Live in downtown Washington, DC. It was our DC Chapter’s pleasure to have our AGA new Chief Executive Officer (CEO), Mary Peterman, attend our monthly luncheon in person. Before our speaker’s presentation, Mary shared with our luncheon audience on her plan as the new AGA CEO. DC Chapter thanks Mary for her time to engage with our luncheon audience and shared her vision as she assumes the new role. Mr. Kevin Ngo from Kearney & Company, a proud AGA-DC Chapter corporate sponsor, introduced our speaker at the luncheon. Ms. Fara Damelin is the first Presidentially appointed, Senate-confirmed Inspector General (IG) of the Federal Communications Commission (FCC/Commission). She oversees an independent office responsible for detecting and preventing fraud, abuse, and misconduct related to FCC’s programs, and for promoting economy and efficiency in the Commission’s operations. As mandated by the Inspector General Act, she reports to both the Commission and to Congress, ensuring transparency and accountability at the highest levels. She leads a dedicated and hard-working team of experienced professionals who expertly conduct audit, investigative, legal, analytic, and administrative responsibilities to meet FCC OIG’s mission. Prior to joining the FCC OIG, Ms. Damelin served as Chief of Staff for the U.S. Department of Housing and Urban Development, Office of Inspector General (HUD OIG), a nationwide organization with over 500 oversight professionals dedicated to protecting HUD’s programs and beneficiaries from fraud, waste, and abuse. She directed a cross functional team in executing the IG’s priorities and strategic initiatives, developing OIG-wide oversight products, and implementing professional development programs. Before joining HUD OIG, Ms. Damelin was Deputy Inspector General for AmeriCorps OIG, where she was responsible for overseeing the daily operations of the office, developing, and implementing strategies to meet the IG’s priorities and goals around protecting the integrity of national service programs, and serving as Whistleblower Protection Coordinator. Previously, Ms. Damelin spent 14 years with the National Science Foundation (NSF) OIG as an investigative attorney, and subsequently as Director of its Office of Investigations Legal Division. She conducted criminal, civil, and administrative investigations involving fraud and research misconduct related to NSF grants, served as Special Assistant U.S. Attorney to help prosecute a criminal grant fraud case, and provided outreach to protect NSF programs and beneficiaries. Ms.Damelin has actively participated in cross-cutting initiatives and professional development programs sponsored by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and, more recently, the Pandemic Response Accountability Committee, and was recognized with multiple CIGIE Awards for Excellence. Ms.Damelin began her federal career in 1995 as an employment attorney with the U.S. Department of Health and Human Services Office of General Counsel. She earned a J.D. from George Washington University Law School in 1994 and a B.A. in Political Science from SUNY Binghamton in 1991. During Ms. Damelin’s presentation titled “Moving Beyond Pay and Chase: Effective Strategies for Fraud Prevention,” she discussed fraud detection, effective internal controls, and ways to close control gaps to prevent fraud. Ms. Damelin also engaged and answered questions from our in-person and virtual attendees. We sincerely appreciate the time Ms. Fara Damelin spent time with us to share her knowledge and experience. Our hybrid luncheons held during this program year were made possible by our hard working volunteers from the Monthly Luncheon Team who took care of the programming, in-person, and virtual operations. THANK YOU to our Monthly Luncheon Team!
